1. Make sure that the page number layer is above the background layer. You can adjust the order of the layers by selecting the page number layer and using the Move Up or Move Down buttons in the Layers panel.
2. Setting the background layer transparency too high will also cause the page number to be blocked. You can reduce the transparency of the background layer to better display the page numbers.
