Legal analysis: illegal. According to China's publishing management regulations and relevant laws and regulations, the printing of publications must be approved by the local publishing administrative department, and the publication can only be published after going through the formalities of industrial and commercial administration. Therefore, individuals who have not completed the above procedures are not allowed to print.

Legal basis: Article 31 of the Regulations on the Administration of Publication, an entity engaged in the printing or reproduction of publications shall apply to the administrative department of publication of the people's government of the province, autonomous region or municipality directly under the Central Government where it is located, and go through the relevant formalities with the administrative department for industry and commerce in accordance with the relevant provisions of the state before engaging in the printing or reproduction of publications. Without permission and going through relevant formalities, newspapers, periodicals and books shall not be printed, and audio-visual products and electronic publications shall not be copied.
