Through the investigation of nearly 100 books in the library, I found that only the Principles of Administration and Public Administration published by Fudan University Press involves informal organizations in the administrative system. As a "second friendship" in the officialdom, informal organizations will have a great impact on human resources management in the public sector. Therefore, this topic itself has certain theoretical and practical significance. As a unity of contradictions, any administrative organization will have a certain informal organizational structure. Administrative organizations are more or less influenced by informal organizations. Looking at the positive and negative effects of informal organization, it may become a driving force for the development of formal organization, or it may become a resistance to the development of formal organization. Therefore, organization managers should correctly understand and actively guide, grasp its concept, characteristics and functions, correctly use its positive functions, overcome its negative functions, and make informal organizations develop in a direction that is more conducive to organizational development and goal realization.

Secondly, on the structural framework, this paper is divided into three parts:

The first part is an overview of informal organizations in the administrative system, including the concept, characteristics and dissemination of informal organizations in the administrative system.

The third part introduces the management countermeasures of informal organizations in the administrative system.
