" Traditionally, it is normal and good to grow grass on graves, which symbolizes the prosperity of future generations. However, there is no grass on the mausoleum of Empress Dowager Cixi. This phenomenon is not accidental, but the Empress Dowager Cixi built it voluntarily.

This is indeed a strange thing today. According to common sense, as long as it is land, with the passage of time, things like weeds and trees will inevitably grow out, especially cemeteries. Even if it is called a "mausoleum", it is still a cemetery, made of mud and stone.
