I. Significance of the census

Movable cultural relics with rich variety, huge quantity and outstanding value are the physical witness of Chinese national culture. Carrying out the general survey of movable cultural relics is of great significance to accurately grasp and scientifically evaluate the status and value of cultural relics resources in our county, establish and improve the registration and filing mechanism and protection system of state-owned cultural relics, strengthen and expand the scope of protection, safeguard the safety of national cultural relics, promote the comprehensive utilization of cultural relics resources, enrich the content of public cultural services, and safeguard the basic cultural rights and interests of the people.

Second, the goal of the census.

The census does not change the status quo of cultural relics ownership. Through the census, comprehensively grasp the quantity distribution, preservation status, custody ownership and use management of the existing state-owned movable cultural relics in our county; Evaluate the present situation of movable cultural relics protection in the county as a whole, and provide basis for formulating scientific protection policies and plans; Establish and improve the movable cultural relics appraisal system, cultural relics archives, cultural relics catalogue and information management system in the county to create basic conditions for standardized and dynamic management of cultural relics; Establish the intellectual property protection system of movable cultural relics information to realize the integration and rational utilization of cultural relics information resources.

Third, the scope and content of the census.

This survey covers movable cultural relics collected and kept by state organs, institutions, state-owned enterprises, state-controlled enterprises, troops stationed in Feidong and other state-owned units in our county.

The cultural relics in the general survey include: 1949 (inclusive) precious works of art and arts and crafts in previous historical periods; Important documents and materials in various periods in history, as well as manuscripts and books and materials with historical, artistic and scientific values; A representative object that reflects the social system, social production and social life of all ethnic groups in history. After 1949, the collections registered by cultural relics offices and memorial halls; Works listed in National Cultural Heritage Administration's "Appraisal Standard for Post-restricted Exit of the Works of the Late Famous Painter 1949". Vertebrate paleontology and ancient human fossils with scientific value.

The main contents of the census registration are: 14 name, category, grade, age, texture, overall size, quality, degree of disability, preservation status, quantity, source, time of entry into Tibet, collection number, name of collection unit and other basic indicators, 1 1 appendix information, photos and images, and main information of collection unit.

Fourth, the technical route of the census.

According to the principle of combining territorial investigation with industry investigation, combining self-examination and declaration with centralized investigation, and combining traditional investigation methods with new technology application, the technical route of the first national survey of movable cultural relics in our county was determined.

The norms and technical standards for the census work were uniformly formulated by the Office of the First National Movable Cultural Relics Survey Leading Group in the State Council, and a unified platform, online direct reporting, one-time warehousing, graded auditing and dynamic management were implemented, and information reporting and management were centralized on the national unified platform.

The census takes towns (parks) and enterprises and institutions as the basic units. The organization and implementation of census work, including the census registration of state-owned units, the collection and registration of cultural relics information, the establishment of census files and the compilation of movable cultural relics lists, are all based on counties.

According to the principle of unified leadership of the county, division of labor and cooperation among departments, and the participation of all relevant units, the organization mode of the census is determined.

The county government established the first national movable cultural relics census leading group in Feidong County (hereinafter referred to as the county census leading group), which is responsible for organizing, leading and coordinating the census work in the county to solve major problems. The leader of the leading group is the responsible comrade in charge of the county government, and the deputy leader is the deputy director of the cultural work of the county government office and the director of the county Wenguang New Bureau. There is an office under the leading group, located in the new bureau of county culture and light, which is responsible for the daily organization and specific coordination of the census work. The main responsibilities of the office:

1. According to the implementation plan, standards and relevant regulations issued by the superior census leading group, formulate the implementation plan and related systems for census work in our county; Establish census institutions and census teams; Organize and hold county-wide census business training courses.

2. Establish a list of all state-owned units included in the census, organize the implementation of the census identification and information registration of movable cultural relics of county-owned units within the administrative area of our county, and complete the collection, review, reporting and archiving of census data.

3. Compile and compile the Report on the General Survey of Movable Cultural Relics in Feidong County and the Catalogue of the General Survey of Movable Cultural Relics, and publish the results of the general survey at the county level.

4. Organize publicity reports on the census.

Phase II: Census implementation (September 20 13 to February 20 15 15). The main task is to carry out cultural relics survey and identification and information data registration based on the county. Census data are collected, filed, classified, submitted, reviewed and logged in at the same time.

The county census agency formulates the procedures for cultural relics identification within the administrative area of our county, and organizes a thorough investigation of cultural relics collected and kept by state-owned units. Relevant units shall clean up cultural relics, improve relevant archives and records, and register and declare as required.

3 cultural relics collection units shall, in accordance with the unified national norms and technical standards, conduct cultural relics investigation, shooting, information data collection and registration, and report cultural relics information through the mobile cultural relics information management platform. Cultural relics information can also be submitted to the county-level census institutions in the form of paper or offline electronic data, which will be uniformly entered and reported by the county-level census institutions.

4. The county-level census institutions shall organize experts to conduct online audit and on-site review of cultural relics information reported by various units according to their authority.

5. The county-level census institutions shall submit the census progress report to the superior census institutions every quarter.

The third stage: the main task of acceptance summary is to sort out and summarize the census data, establish a database and publish the census results.

1. Publish the list of movable cultural relics and the list of movable cultural relics collection units.

2. Compile movable cultural relics census files.

4. Complete the project evaluation and audit.

Seven. Census and publicity

The office of the county census leading group shall formulate a publicity plan and organize its implementation. According to the different stages of the census, the corresponding key contents are determined respectively. In the first stage, the purpose, significance, object scope, content, methods, procedures and steps of conducting the census are emphasized. The second stage is to publicize the relevant laws and regulations, census standards and norms, the progress of census work and the advanced deeds of census. The third stage is to track the progress of data processing in the publicity census, publish the census results, and report the positive role of cultural relics in strengthening cultural soft power, building a harmonious society and promoting economic and social development. Through newspapers, radio, television, internet, mobile phone media and other media, various forms of publicity should be adopted to form a good social atmosphere in which everyone cares, supports, participates in the cultural relics survey and enthusiastically serves the census work.

Eight, census work requirements

1. All state-owned units with movable cultural relics in our county must truthfully and accurately fill in the census information in accordance with relevant norms and standards to ensure the completeness, truthfulness and accuracy of the basic data. The localities, departments, units and individuals involved in the census falsely reported, concealed, refused to report, delayed reporting, or forged or tampered with census information and data. According to the seriousness of the case, the county-level census institution will give informed criticism; If the circumstances are serious, the directly responsible person in charge and other directly responsible personnel shall be given administrative sanctions in accordance with relevant regulations.

2. State-owned movable cultural relics registered in the census are protected by the Law on the Protection of Cultural Relics, and no department, unit or individual may engage in activities that endanger the safety of cultural relics. All units should extract cultural relics information in strict accordance with the relevant operating procedures and take various safety precautions to prevent cultural relics from being damaged in the census registration. State secrets involved in the census must be kept secret.

The county census leading group and its office shall, in accordance with the provisions, strengthen the management of funds, practise economy, oppose waste, and ensure the standardized, safe and effective use of funds; At the same time, strengthen the registration, use and management of census equipment to prevent the loss of state-owned assets.

5 after the census, the office of the county census leading group should make a comprehensive summary of the census organization, preliminary investigation, business training, unit investigation, cultural relics investigation and identification, data entry and achievement integration. And according to the requirements of the specification, the first national survey report of movable cultural relics in Feidong County was compiled, and the survey results and work were reported to the county government. The county government will hold the first national movable cultural relics survey summary commendation meeting in due course.
