Second, the basic procedures of project acceptance
(1) Organizing the completion acceptance The construction unit shall be responsible for organizing the implementation of the completion acceptance of the construction project, and the quality supervision institution shall supervise the completion acceptance of the project.
(2) The construction unit is responsible for organizing the acceptance personnel to form the completion acceptance team. The leader of the acceptance team shall be the legal representative of the construction unit or the person in charge entrusted by it. The deputy head of the acceptance team shall have at least one engineer and technician. The members of the acceptance team are composed of the superior competent department of the construction unit, the project leader of the construction unit, the site management personnel of the construction unit and the technical or quality leaders who are not directly related to the project in the survey, design, construction and supervision units. The construction unit may also invite relevant experts to participate in the acceptance team. Civil engineering and hydropower installation professionals in the members of the acceptance team should be fully equipped.

(4) Summarize and discuss the completion acceptance, and listen to the supervision of quality supervision institutions on the project quality.
(5) Form the completion acceptance opinions, fill in the Construction Project Completion Acceptance Record Form and the Construction Project Completion Acceptance Report, which shall be signed by the members of the acceptance team and sealed by the construction unit respectively.
(6) If serious problems are found in the acceptance process and the completion acceptance standard cannot be reached, the acceptance team shall instruct the responsible unit to rectify immediately, declare this acceptance invalid, and reschedule the completion acceptance.
(7) When quality problems that need to be rectified are found in the process of completion acceptance, the acceptance team can form preliminary acceptance opinions, fill in relevant forms, and the relevant personnel will sign them, but the construction unit will not affix its official seal. The acceptance team instructs the relevant responsible units to make rectification, and may also entrust the project leader of the construction unit to organize a review. After the rectification meets the requirements, the official seal of the construction unit shall be affixed.
(8) When the parties of the completion acceptance team cannot reach an agreement on the completion acceptance, they should propose a solution through consultation, and reorganize the project completion acceptance after reaching an agreement. If negotiation fails, it shall be reported to the construction administrative department or quality supervision institution for coordination and adjudication.
(V) Filing of Completion Acceptance After the completion acceptance of the construction project, the construction unit is responsible for filing the completion acceptance with the filing department within 15 days. When the project is accepted, the acceptance team shall strictly follow the relevant standards, and once the project quality is found to be defective, the construction party shall be required to rework. Engineering quality is related to whether there will be quality problems and quality accidents after the building is put into use. Therefore, acceptance can be said to be the last hurdle to ensure quality.
