Main work in the past year
(1) Fully follow up the new archives construction project.
Mawei District Committee and District Government attach great importance to the infrastructure construction of archives. In the first half of this year, the executive meeting of the government and the meeting of the Standing Committee of the District Committee were held successively to study matters related to the construction of the new archives project in the whole region. The new archives covers an area of 15806㎡, with a total construction area of about 7800㎡. The pile foundation project of this project officially started on New Year's Day this year. In order to scientifically plan the overall function of the archives building, rationally set up the functional rooms of the archives, and ensure that the new building meets the requirements of archives standards, the District Archives Bureau actively cooperated with agent for owner to do a good job in the new building, keep abreast of the progress of the new building, and repeatedly communicated, revised and improved the preliminary design scheme of the new building with agent for owner and design units according to the architectural design specifications and standards of archives. At present, the pile foundation construction of the new building has been completed. At the same time, a leading group for the construction of the new library was set up to organize personnel to understand, compare and determine the safe storage and protection facilities of archives, the theme selection of the patriotic education base exhibition, and the hardware and software facilities and equipment of the digital archives, so as to prepare for the smooth opening of the new library as much as possible.

Through exhibition boards, leaflets, convenience cards, on-site questions and other forms, it publicized the general situation, service guide, utilization process, matters needing attention, people's livelihood archives types, family filing methods, etc. of Mawei District Archives to the public, so that the public could know more about archives and know archives, and constantly improve their awareness of making good use of and cherishing archives.
2, increase the intensity of archives law enforcement inspection, and promote the orderly development of archives work.
Adhere to the annual inspection system of archives work. According to the Index System for Standardized Management of Archives Work in Mawei District, combined with the actual situation in Mawei District, the annual archives work of more than 70 filing units in the whole district was quantitatively assessed and scored one by one from five aspects: management system, infrastructure, business construction, management modernization and development and utilization. From the overall situation of the inspection, the management level of the office archives has been significantly improved compared with the previous year. Among them, files 12 with more than 90 points are provincial-level first-class files, and files 10 with more than 80-89 points are provincial-level second-class files; 35 qualified files. Through inspection and supervision, all filing units in the region have basically completed the annual file sorting task.
3, strengthen the supervision and guidance of archives, improve the ability of administration according to law.
District Archives Bureau continuously improves its administrative capacity according to law, and urges and guides organs, organizations, enterprises and institutions to do a good job in archives work according to law. First, continue to implement Order No.8 of the National Archives Bureau, focusing on guiding the units and newly established units whose functions have changed in the new round of government institutional reform to revise and formulate the filing scope and storage period of their own organs in time to ensure that the archives are owned; The second is to strengthen the guidance for the construction of archives in new towns and streets, and promulgated the Measures for the Management of Housing Demolition Compensation Archives in Mawei District, so as to promote the simultaneous progress of archives work and the construction of Mawei New Town.

1. The field of archival resources construction has been continuously expanded. The district archives always take the construction of archives resources as the key work, and collect all the archives formed by economic and social development and various fields.
2. The file utilization service capacity has been continuously improved. With the aim of providing advanced management and benefiting the people, the district archives continuously expand the service field. Through the implementation of telephone pre-investigation, open online access to archives and other measures, it has greatly facilitated the access and utilization of the masses, especially migrant workers, returned overseas Chinese and other special groups, which have been well received by the majority of users. During the period of 1- 10 this year, the district archives * * * received a total of 266 person-times to consult archives and government information 1266, provided 3752 volumes of archives and government information, and copied 10562 pages to handle notarization, mortgage, social security and length of service for the organs and the public in our district. In August, the district archives fully implemented the free file retrieval project, providing 752 volumes of free file retrieval service for 326 users and copying 2 156 pages. 3. The construction of archives informatization has progressed steadily. This year, according to the requirements of "digitalization of storage, automation of management and utilization of network", the district archives bureau has vigorously strengthened the construction of archives informatization, and established full-text databases of important commonly used paper archives, full-text databases of various photo archives and audio-visual archives, file-level catalogues and data catalogue databases of archives. Units that have not yet reached the qualified standard include: Urban Management Bureau, Education, Culture, Health and Sports Bureau, Public Utilities Bureau, Binhai New Area No.4 Local Taxation Bureau, Local Records Editing Room of Administrative Committee, Leading Group Office for Investment Promotion, Health and Epidemic Prevention Station, etc. , a total of seven.

This law enforcement inspection mainly focuses on four basic contents: archives management facilities, fund investment, archives organization and staffing, system construction, archives transfer, implementation of the Operating Rules for Document Filing in Development Zones, and archives safety management. The inspection team carefully reviewed the self-inspection reports of various units, and evaluated them item by item in accordance with the "Standards for Inspection and Assessment of Administrative Law Enforcement of Archives of Organs and Institutions in Tianjin Development Zone". For the problems existing in the archives management of each unit, the inspection team promptly pointed out and issued the Notice of Rectification of Archives Administrative Law Enforcement Inspection, clearly put forward the rectification requirements, and strengthened the standardization and legalization of archives work in public institutions.

(a) to strengthen organizational leadership, clear administrative responsibility according to law.
In order to strengthen the intensity and depth of archives law enforcement and promote the work of managing archives according to law, TEDA Library Archives and Development Zone Archives Bureau established a linkage mechanism, and established a leading group for managing archives according to law, with Comrade Zeng Jia, director of the District Archives Bureau, as the team leader and Comrade Wu Ying, curator as the deputy team leader. The joint inspection team of archives administrative law enforcement in the development zone has been improved, and all law enforcement personnel have passed the training and assessment, achieving civilized and clean law enforcement. The inspection of administrative law enforcement has been highly valued by the leaders of most units, and the responsibility system for top leaders has been established accordingly. Archivists conscientiously perform their duties, actively implement the responsibilities of archival work, change their concepts and improve their archival consciousness.
(b) Increase investment in infrastructure to ensure the scientific management of archives.
Through inspection, all government agencies and units have invested in archives work to varying degrees. The archival infrastructure of some institutions has been further strengthened. For example, TEDA International Cardiovascular Hospital has purchased filing cabinets, community colleges have purchased metal cabinets, and most units are equipped with the file management software of Development Zone, which provides a solid material foundation for the scientific management of file work.
(3) Improve the construction of archives business system to ensure administration according to law.
In recent years, our library has successively formulated normative documents for archives work in development zones. In the name of the Administrative Committee, the Measures for the Administration of Delivery of Local Documents in Tianjin Economic and Technological Development Zone, the Measures for the Administration of Archives of Major Events in Tianjin Economic and Technological Development Zone and the Operating Rules for Filing Documents in Tianjin Economic and Technological Development Zone have been promulgated successively. Among them, the promulgation and implementation of "Operating Rules for Filing Documents" has made the filing work in the development zone realize three "unifications" of unified standards, unified software and unified equipment, and improved the filing quality of all government organs and units in the development zone. In addition, most units have improved a set of archives management system, and the archives work has been conscientious, and various systems have been implemented, and the archives administration according to law has been guaranteed.
(four) to promote the construction of archives resources in the collection, and to carry out the transfer of archives according to law. Our library will bring the file transfer work into the file evaluation of the whole region, and strengthen the file transfer work with the evaluation of government files as the starting point and administrative law enforcement inspection as the means. According to the plan of archives receiving at the beginning of the year, the receiving notice will be issued, and the file receiving process will be included in the archives of ISO9000 certification plan to ensure the norms and standards of file transfer. Compared with last year, the file acceptance rate increased from 66% to 86%. It has increased by 20% and achieved remarkable results.
(5) Strengthen archives safety management and do a good job in archives safety.
At present, most units in the development zone have established and improved various early warning and emergency mechanisms, and the file emergency system is complete. All government agencies and units have set up leading groups for archives appraisal, and their awareness of archives safety has been further enhanced. Warehouse management has been standardized and institutionalized.
Third, shortcomings
(A) individual units of local chronicles editing room file management system is not perfect, the file management is not perfect. Archives work is not included in the annual work plan of this unit. Files of various categories and carriers are not managed centrally. Full-time (part-time) archivists are unstable and the quality of archives is not standardized, so archivists still need to strengthen their study.
(2) Individual units have a weak awareness of legal transfer of archives.
In this inspection, some units, such as the local records editing room, failed to hand over the files to the archives on time because they did not pay enough attention to the file transfer. The Fourth Local Taxation Bureau, Investment Promotion Bureau and Health and Epidemic Prevention Station of Binhai New Area failed to complete the file transfer on time as required because the file quality did not meet the admission standards.
(c) The collection of archives is incomplete and irregular.
Judging from the inspection, some units have incomplete archives collection and irregular arrangement. Individual units have not mastered the business norms and regulations such as "Operating Rules for Development Zone Filing", "Measures for the Administration of Major Event Archives" and "Measures for the Administration of Local Document Delivery in Tianjin Economic and Technological Development Zone". Most units have insufficient understanding of photo archives, major event archives and local documents, and failed to collect and standardize them in time, resulting in a single type of archives carrier in our region.
(d) The conditions for keeping archives are still not optimistic.
The environment of archives storerooms in some units is poor, and there are potential safety hazards, so the storage conditions of archives need to be improved. For example, public utilities bureau, urban management bureau, investment promotion office, culture, education, health and sports bureau, local chronicles office and other units, due to the limitation of office conditions, the archives are either shared with the office or stored directly in the aisle, without special shelves and locks. Frequent personnel exchanges bring certain hidden dangers to the safe keeping of files. Moreover, it does not meet the requirements of "three sub-warehouses" (referring to the separation of archives warehouse, archives business studio and reading room) and "eight precautions" (referring to theft prevention, light prevention, high temperature prevention, fire prevention, moisture prevention, dust prevention, insect prevention and pollution prevention, etc.). ) National regulations require immediate rectification.
Fourth, strengthen rectification.
This inspection reflects the awareness and quality of archivists in some government agencies and units, and can not meet the needs of managing archives according to law. Therefore, it is necessary to further strengthen the legal knowledge training for archivists in government agencies and institutions, further improve the learning system, refine the professional knowledge training, actively find out the causes of problems, and clarify the direction and specific measures for rectification, so that the archives administrative law enforcement inspection can truly achieve the purpose of solving problems and promoting work.
