(1) Making official documents, documents, bulletins and statistical statements, and publishing academic papers and reports;
(2) compiling and broadcasting radio and television programs, publishing and distributing books, newspapers and periodicals, audio-visual products, and producing and distributing advertisements and electronic information;
(three) the production and sale of products, labeling and preparation of product specifications;
(4) Printing bills, tickets, account books and vouchers;
(five) to formulate standards, verification regulations, technical specifications and other technical documents;
(six) issued by the product quality inspection, metrological verification, metrological testing, metrological calibration data;
(seven) other activities stipulated by the state that legal units of measurement should be used. Article 7 Non-national legal units of measurement such as import and export commodities, publishing ancient books, books on literature and history, and making audio-visual products on literature and history shall be implemented in accordance with relevant state regulations. Chapter III Management of Measuring Instruments Article 8 Units or individuals that manufacture or repair measuring instruments shall pass the examination by the administrative department of quality and technical supervision at or above the county level and obtain the License for Manufacturing Measuring Instruments or the License for Repairing Measuring Instruments before engaging in the business of manufacturing or repairing measuring instruments.
To manufacture new measuring instruments, it is necessary to apply to the administrative department of quality and technical supervision at or above the provincial level for type identification, type approval or prototype test. Article 9 Large-scale and technically complex measuring instruments can only be put into use after they have passed the metrological verification. To carry out the refitting business of key management measuring instruments, it shall hold the License for Manufacturing Measuring Instruments or the License for Repairing Measuring Instruments.
The catalogue of large-scale and technically complex measuring instruments is proposed by the provincial administrative department of quality and technical supervision and promulgated after approval by the provincial people's government. Unless otherwise stipulated by the state, such provisions shall prevail.
The scope of key management measuring instruments shall be implemented in accordance with state regulations. Article 10 It is forbidden to forge, falsely use, transfer or * * use the License for Manufacturing Measuring Instruments and the License for Repairing Measuring Instruments with others. Article 11 The administrative department of quality and technical supervision shall make a decision on whether to accept the application for the license to manufacture or repair measuring instruments within 10 days. If the decision is accepted, the assessment shall be completed within 20 days; If it decides not to accept it, it shall inform the reasons in writing. Article 12 The tendering units and individuals participating in the bidding for key management measuring instruments must provide the License for Manufacturing Measuring Instruments issued by the administrative department of quality and technical supervision at or above the provincial level obtained by the product production enterprise, and their measuring instruments must pass compulsory verification and accept the supervision of the administrative department of quality and technical supervision. Thirteenth prohibit the manufacture, sale, installation and use of the following measuring instruments or measuring instrument parts:
The use of which is explicitly eliminated or prohibited by the state;
(two) there is no sign and number of the license for manufacturing measuring instruments, and there is no name and address of the enterprise;
(three) without a qualified seal or certificate;
(4) Assembled with defective parts;
(5) Failing to apply for inspection before sale or failing to pass the inspection;
(6) losing its due accuracy;
(seven) to confuse the real with the fake, and to pass off the unqualified products as qualified products. Fourteenth the use of measuring instruments shall not have the following acts:
(1) Destroying the accuracy of measuring instruments, changing the control system of measuring instruments or setting other cheating devices;
(2) Forging or destroying metrological verification seals and certificates by using measuring instruments whose verification seals and certificates are unqualified or exceed the verification period;
(three) the use of measuring instruments to harm the interests of the state, consumers or related parties;
(4) Forging measurement data;
(five) other illegal use of measuring instruments. Chapter IV Administration of Trade Measurement Article 15 When producing and selling quantitatively packed commodities, the net content of the commodities shall be marked according to the prescribed marking method, and the measurement deviation must conform to the provisions of the state.
It is forbidden to sell quantitatively packaged goods without marked net content. Article 16 The operation of retail commodities shall meet the requirements of the national or provincial regulations on the measurement of retail commodities.
When settling accounts by value, business operators shall ensure the accuracy of the net content of retail commodities, and shall not include other foreign objects in the net content of commodities.
