Article 1 These Measures are formulated for the purpose of rewarding teachers and researchers who have made outstanding achievements in humanities and social sciences research in institutions of higher learning and promoting the development of humanities and social sciences research. Article 2 The Research Achievement Award for Humanities and Social Sciences in ordinary colleges and universities is an award established by the State Education Commission. It is selected once every three years, with first prize, second prize and third prize. The winners will issue corresponding award certificates and bonuses according to their achievements. Article 3 Research achievement awards for humanities and social sciences in institutions of higher learning are divided into three categories: works, papers and research consulting reports. Among them, works include monographs and compilations (reference books, etc.). ), materials and ancient books, translation, etc. , but not a textbook; The results of research and consulting reports include software, audio-visual products and other forms of results. Article 4 The evaluation of research achievement awards in humanities and social sciences in institutions of higher learning shall adhere to the principles of science and justice. Article 5 The results of applying for awards shall meet the following basic conditions:

(a) adhere to the guidance of Deng Xiaoping Theory, adhere to the direction of serving socialism and the people, and use Marxist stand, viewpoint and method to conduct scientific research.

(two) academically advanced, the theoretical research results are innovative and of high academic value, and the applied research results have obvious practical value and social benefits.

(three) correct views, rigorous arguments, accurate and informative information, and correct writing. Article 6 Specific criteria for rewarding achievements in basic research and applied research:

(a) basic research achievements: academic innovation, theoretical achievements, new ideas, new concepts, or outstanding achievements in national conditions, social situation investigation, data collection and collation; It fills the gap in this discipline, corrects the wrong views of predecessors, promotes the theoretical development and discipline construction, and has been paid attention to and praised by academic circles.

(2) Applied research results: breakthroughs have been made in solving major problems in social practice and reform and opening up, which have provided opinions, suggestions and plans with important reference value for major decisions of relevant party and government departments, enterprises and institutions, and have produced good social benefits and won high social evaluation. Article 7 The State Education Commission shall set up an award committee for research achievements in humanities and social sciences in institutions of higher learning (hereinafter referred to as the award committee). The duties of the Award Committee are: to formulate and revise the award methods, determine the composition of the expert review team, examine and approve the list of award-winning achievements, and handle objections and complaints.

The Award Committee consists of 1 director, 2 deputy directors, 1 secretary-general and several members, and is composed of leaders of the State Education Commission, heads of competent departments and directors and deputy directors of the Advisory Committee of Humanities and Social Sciences Research Experts of the State Education Commission. Article 8 The Award Committee shall, according to the needs, set up a number of discipline expert evaluation groups, which are composed of experts with profound academic attainments, high ideological level and impartiality, and are responsible for the discipline evaluation of achievement awards. Article 9 The office of the Award Committee is located in the Social Science Department of the State Education Commission, and is responsible for handling the daily affairs in the award work, accepting the declaration, conducting qualification examination on the declaration results, organizing expert review, accepting objections and other matters. Time limit for applying for participation in awards for research achievements of category X:

(a) the research results published within three years from the date of acceptance of the last award to the date of acceptance of the current award.

(two) research results, consulting reports and other research results that have not been published, but have been adopted by the government, enterprises and institutions, and have played an important advisory role in the management decision-making of the actual departments or have produced significant social benefits, are not subject to the lower limit of the adoption time. The application for the achievement award of the research consultation report, whether published or not, must be accompanied by the certification materials of the employer. Article 11 Editors, teachers and researchers of ordinary institutions of higher learning established with the approval of the State Education Commission may apply to their schools for their copyrighted research achievements in the humanities and social sciences. Among them, the results of cooperative research, in principle, by the first signatory to the unit to declare. Article 12 Ordinary institutions of higher learning shall report the award results to the State Education Commission, and local universities and other ministries and commissions shall take the education commissions and higher education (education) departments of the provinces, autonomous regions and municipalities directly under the Central Government as units, and the institutions directly under the State Education Commission shall recommend the application to the State Education Commission with the school as units (hereinafter referred to as reporting units). Personal declaration is not accepted. Thirteenth reporting units shall, in accordance with the provisions of Articles 5, 6, 10 and 11 of these Measures, make preliminary suggestions on the reporting results. Article 14 The office of the Award Committee shall, after qualification examination of the results recommended by each reporting unit, organize expert exchange review and subject expert review group meeting review. Fifteenth the list of award-winning achievements passed by the subject expert review group shall be published after being reviewed by the Award Committee and reported to the State Education Commission for approval. Sixteenth from the date of publication of the list of award-winning achievements, two months is the objection period. During the objection period, if any unit or individual has any objection to the published award results, it shall submit it to the office of the Award Committee in written form, and specify the reasons and factual basis of the objection, and indicate the real name, work unit and contact address of the objector. Late or unnecessary objections will not be accepted.
