Local chronicles refer to information documents that comprehensively and systematically describe the history and present situation of nature, politics, economy, culture and society in the administrative area, including city records and district (city) records.
Local comprehensive yearbooks refer to the annual information documents that comprehensively and systematically describe the natural, political, economic, cultural and social aspects of the administrative region, including municipal yearbooks and district (city) yearbooks.
Professional records refer to information documents named after the administrative area of a city or district (city), which describe industries, departments and a special cause or thing and comprehensively and systematically reflect their history and present situation, including industry records, department records and professional records.
Professional yearbooks refer to information documents named after the administrative areas of cities and districts (cities), describing industries, departments and a special cause or thing, and comprehensively and systematically reflecting their annual situation, including industry yearbooks, departmental yearbooks and professional yearbooks.
Relevant geographic information documents refer to information documents that comprehensively and systematically describe related fields in the administrative region except local chronicles, local comprehensive yearbooks, professional chronicles and professional yearbooks, including geographic information publications compiled by organs at all levels, social organizations, enterprises and institutions and communities (villages). Article 4 The municipal, district (city) people's governments shall lead the local chronicles work within their respective administrative areas, improve the local chronicles work institutions, clarify the staffing, standardize the business construction, ensure the working conditions, incorporate the local chronicles work into the national economic and social development plan, and include the required funds in the fiscal budget at the corresponding level. Fifth city, district (city) people's government is responsible for the work of local chronicles (hereinafter referred to as the local chronicles work agency), in charge of local chronicles work within their respective administrative areas, and perform the following duties:
(a) to publicize and implement the laws, regulations, rules and related policies related to the work of local chronicles;
(two) to formulate the work plan and compilation plan of local chronicles, and to formulate the work system and business norms of local chronicles;
(3) Organizing, guiding, supervising and inspecting the work of local chronicles;
(four) compilation, examination, acceptance and publication of local chronicles and local comprehensive yearbooks, and guide the compilation of professional chronicles, professional yearbooks and related local documents;
(five) the establishment and implementation of local chronicles annual report system, collection, collation and preservation of local documents;
(6) Strengthen the information construction in an all-round way, constantly improve the love network, promote the digitalization of local records literature resources, and provide services for social reading and utilization of local records;
(seven) organize and proofread the old local chronicles and other ancient books;
(eight) the development and utilization of local chronicles resources, to carry out geographical research and academic research of local chronicles, and to carry out cultural exchanges with foreign countries;
(9) Training local historians. Article 6 The municipal, district (city) people's governments shall regularly supervise the work of local chronicles institutions and local chronicles compilation units, and notify them. Seventh municipal and district (city) people's governments may commend and reward units and individuals that have made outstanding achievements and contributions in the work of local chronicles. Chapter II Compilation of Local Records Article 8 The local records office shall, according to the overall planning of local records compilation at the next higher level, formulate a local records compilation plan of the people's government at the same level, which shall be implemented after being approved by the people's government at the same level and reported to the local records office at the next higher level for the record.
Local chronicles and local comprehensive yearbooks named after the names of administrative regions of cities and districts (cities) shall be compiled by local chronicles working institutions of cities and districts (cities) according to the compilation planning of local chronicles. Article 9 Local chronicles shall be compiled and revised once every 20 years or so. In case of major division of labor adjustment, it should be compiled from reality in time. Local comprehensive yearbooks are compiled and published once a year. Professional records, professional yearbooks and relevant local documents shall be compiled by relevant units in a timely manner. Article 10 The organs at all levels in this Municipality, people's organizations, enterprises, institutions and other social organizations, as well as the central and provincial institutions stationed in Qingdao (hereinafter referred to as the compilation units) shall, according to the work plans and tasks of the municipal, district (city) people's governments, define the local chronicles compilation institutions and personnel of their own units, participate in the compilation of local chronicles, accept the professional guidance, supervision and inspection of the local chronicles working institutions, and complete the tasks in accordance with the prescribed time limit and quality standards. Eleventh local chroniclers should combine full-time and part-time work. Full-time staff should undergo professional post training and have corresponding professional knowledge and academic level. Experts and scholars from all walks of life, people who are familiar with local conditions and have a high level of compilation and volunteers should be recruited to participate in the compilation of local chronicles, and scientific research units, institutions of higher learning and other social organizations should give support.
Local historians should be loyal to historical facts and accurately describe relevant situations. No unit or individual may require compilers to make false accounts in local chronicles. Twelfth local chronicles should be realistic, practical, with unique cultural value and lasting use value. The compilation, publication and distribution of local chronicles shall conform to the relevant laws and regulations of the state and the quality standards and compilation norms formulated by the national and provincial local chronicles working institutions.
Where the compilation of local records involves state secrets, commercial secrets and personal privacy, it shall abide by the provisions of relevant laws and regulations; Involving military content, it shall abide by the relevant provisions of the Central Military Commission (CMC) on the compilation of military records.
