Measures for the Administration of Group Associations
Chapter I General Provisions
Article 1 In order to further standardize the administration of group associations, maintain the order of association activities, promote the healthy and prosperous development of associations in all aspects, enrich the spare time life of colleagues, improve the quality of colleagues, promote the construction of corporate culture, and actively support the work of the group, these administrative measures are formulated in accordance with national laws and relevant rules of the group. These management measures are applicable to associations and societies run by all business groups of the Group.

article 3 projects:
(1) physical sports: such as ball games, gymnastics, track and field, mountain climbing, swimming, Tai Ji Chuan, etc.
(2) Talent projects: such as dance, musical instruments, choir, painting, calligraphy, cross talk, sketches, etc.
(3) artistic and cultural projects: such as reading aloud, writing, poetry, reading club, etc.
(4) academic projects: such as argumentation, negotiation, calculator, etc.;
(5) service items: such as caring for children;
(6) Hobbies: such as stamp collecting, photography, bridge, gardening, fishing, etc.
(7) Other activities beneficial to physical and mental health are acceptable.
article 4 participants: associations are mass organizations voluntarily organized by colleagues in the group, and all colleagues in the group can participate.
article 5 all societies accept the management, guidance and services of the department in charge of cultural and recreational activities-the cultural and recreational department of the general office of human resources. Activities within the scope prescribed by the Constitution, laws, company rules, measures for the administration of associations and relevant documents shall not be engaged in activities unrelated to the measures for the administration of associations.
Article 6 The basic tasks of the association are:
(1) To follow and implement the education and training policy of the group, promote the all-round development of colleagues' morality, intelligence and physical fitness, and cultivate and improve their comprehensive quality;
(2) activate the life of colleagues, serve and unite colleagues;
(3) Actively carry out spare-time activities in the fields of talent, culture, sports, academics, science and technology, with healthy contents and novel forms, which colleagues are willing to participate in, so as to make colleagues love the company more and enhance their centripetal force towards the company;
(4) strengthen the construction of corporate culture in the park, enrich the leisure and cultural life of employees, and promote the integration and progress of colleagues.
Article 7 Promotion methods:
(1) Employees use their spare time to study and rehearse, and hold various activities regularly to give members the opportunity to exercise;
(2) Organize various activities according to personal hobbies and specialties, and hire professionals to teach and improve their skills;
(3) recommend outstanding league members to participate in various large-scale competitions and activities, expand the influence of the group and enhance the image of the group.
(4) major activities organized by various societies shall be notified to the Culture, Sports and Culture Department of the General Human Resources Office one month in advance, and the budget shall be submitted, which can only be carried out after approval;
(5) When various associations carry out major activities, the General Office of Human Resources gives great support in terms of funds, equipment, venues and personnel.
article 8 associations should unite and cooperate with business groups, go hand in hand, learn from each other's strengths, actively support the work of the group, and obey the unified management and scheduling of the culture, sports and culture department of the General Office of Human Resources.
article 9 all kinds of activities included in these management measures must conform to the national constitution, laws and local regulations, and abide by the rules and regulations of the group, which is conducive to the physical and mental health of the majority of colleagues.
Chapter II Establishment of Associations
Article 1 To establish an association, the following conditions shall be met:
(1) The promoters are colleagues in the group, and they are progressive in thinking, love the collective, have a strong sense of responsibility and have good performance;
(2) Colleagues who are cadres of mass organizations must have certain working abilities and specialties, and at the same time, they can study hard and have good performance. Those who have been disciplined by the group for less than one year may not serve as community cadres;
(3) Colleagues who are cadres of mass organizations must apply by themselves, solicit opinions from their immediate supervisors and their business groups, and finally be reviewed and announced by the General Office of Human Resources;
(4) The same enterprise group cannot have more than two similar associations (including names and main activities);
(5) It has a standardized name and corresponding organization, and there are more than two responsible colleagues in the organization;
(6) Having clear articles of association and corresponding rules and regulations;
(7) Hire a senior professional as the instructor of the club;
Article 11 To apply for the establishment of a new association, the promoters shall submit the following materials to the registration administration department (the Culture, Sports and Culture Department of the General Office of Human Resources) for approval and filing by the General Office of Human Resources:
(1) An application for the establishment of a new association, which shall specify the purpose, significance and establishment process;
(2) the draft articles of association of the association to be established and the corresponding rules and regulations;
(3) Basic introduction of the promoters and the person-in-charge to be appointed, and a copy of the brand;
(4) the written opinions of the human resources supervisor of the business group where the person in charge of the association is located on his/her work;
(5) the basic information of the instructor hired by the association and the certificate of the department where the instructor works;
(6) sources of funds and material conditions;
(7) other matters that should be explained;
(8) the time for accepting the application of the association is the first week of each month, and the application matters of the association are not accepted at other times.
Article 12 The articles of association of an association shall include the following items:
(1) The name of the association, which should reflect the characteristics of the association and not conflict with the existing association;
(2) the purpose, scope and mode of activities of the association;
(3) the qualifications, rights and obligations of members of associations;
(4) the organization and management system of associations;
(5) principles and methods of financial management and fund use of associations;
(6) the conditions, authority and procedures for the generation and removal of the person in charge of the association;
(7) Procedures for amending the Articles of Association;
(8) Procedures for termination of associations;
(9) other matters that should be stipulated in the articles of association.
article 13 the Ministry of culture, sports and culture shall make a decision of approval or disapproval within 15 days from the date of receiving all the valid documents listed in article 11 of these administrative measures.
an approved association shall convene a general meeting of its members within 3 days from the date of approval by the registration administration department, adopt its articles of association, and produce an executive body and a responsible person.
during the preparatory period, you may not collect membership fees in the name of the association and organize activities other than the preparatory period.
Article 14 The association shall not be established under any of the following circumstances:
(1) The purpose, content and scope of activities and management of the association do not conform to the provisions of Articles 2, 3 and 5 of these Administrative Measures;
(2) The same enterprise group already has an association with the same or similar nature;
(3) The promoters have been disciplined for less than one year;
(4) practicing fraud during the preparation of the application;
(5) The articles of association of the association are vague, unclear and misleading;
(6) Other circumstances that are not tenable.
Chapter III Organization of Associations
Article 15 An association is composed of all members' general meetings and all responsible departments of the association.
Article 16 The general meeting of members of an association is composed of members. The general meeting is the highest authority of the association and exercises its functions and powers in accordance with the provisions of these Administrative Measures.
Article 17 The general meeting of members shall exercise the following functions and powers:
(1) Electing and replacing the leaders of the association;
(2) Review and approve the work report of the person in charge;
(3) to make decisions on matters such as the change and cancellation of associations;
(4) amending the articles of association;
(5) supervise the financial activities of associations.
article 18 the general meeting of club members shall be held at least once every quarter, and the resolutions formed by the general meeting shall be reported to the Ministry of health for the record.
Article 19 The principal leaders of an association mainly refer to the president and vice president of the association, the person in charge of finance and colleagues in charge of various departments. The leaders of the association are elected by the members of the association through the general meeting of members and approved by the Ministry of Education, Culture, Sports and Culture. The president and vice president of the association shall not concurrently be the person in charge of finance, and the finance shall be handled by a special person.
Article 2 Under any of the following circumstances, a person may not continue to serve as or be elected as the person in charge of an association:
(1) Being disciplined by the group;
(2) the person in charge of the association who has been dismissed for violating relevant regulations or the association has been declared dissolved or cancelled, and should bear the main responsibility;
Chapter IV Supervision and Management of Associations
Article 21 The Ministry of Culture, Sports and Culture is responsible for the following supervision and management:
(1) Responsible for the registration and filing of the establishment, alteration and cancellation of associations;
(2) to examine and approve the application of the association to employ teachers in the group as consultants;
(3) to guide the daily activities of associations;
(4) The General Office of Human Resources gives great support such as funds, equipment, venues, personnel, etc. when various associations carry out major activities
(5) Supervise, inspect and deal with the problems that associations violate these administrative measures.
Article 22 The funds for the daily activities of associations shall be allocated by the Ministry of Culture, Sports and Culture. Activities or cultural performances required to be held during major festivals of the Group shall be submitted for approval by the Group (see Chapter 7 for details).
when an association accepts donations and subsidies, it must report to the registration administration department about the acceptance and use of donations and subsidies, and make it public to all members.
Article 23 Associations must abide by the relevant financial management system and accept the supervision of the registration administration department.
Article 24 An association may not engrave its official seal, but may use artistic icons and other signs with the approval of the registration administration department.
Article 25 An association must apply to the Culture, Sports and Culture Department of the General Office of Human Resources for group-wide activities. If it is held without approval, the funds will not be submitted for approval, and its legal association qualification will be cancelled if adverse consequences are caused.
Article 26 An association may establish a web page, the content of which should be positive, updated regularly, and approved by the Ministry of Culture, Sports and Culture. Once the production and content of its webpage are found to be in violation of these management measures, it shall be ordered to make rectification immediately.
Chapter V Rights and Obligations of Association Members
Article 27 Colleagues in a group have the right to freely join or quit any association in accordance with its articles of association, and all members in an association are equal in enjoying rights and fulfilling obligations.
article 28 members of an association have the right to know the articles of association, organizational structure and financial system of their association, and make suggestions and questions on the management and activities of the association.
article 29 subsidies shall be given to performances and major events according to the company's practices and standards. Persons who have made outstanding contributions in individual activities shall be given special awards;
Article 3 Organize outstanding league members to hold exchanges, get together or watch large-scale performances from time to time.
Chapter VI Alteration and Cancellation of Associations
Article 31 If the registered items and filing items of an association need to be changed, it shall apply to the registration administration department for registration of change within 7 days. If an association amends its articles of association, it shall report to the registration authority for approval within 7 days.
Article 32 In any of the following circumstances, an association shall apply to the registration administration department for cancellation of registration:
(1) It has not completed the purpose stipulated in the articles of association of the association;
(2) the general meeting of members decides to dissolve;
(3) the association is divided or merged;
(4) The association is ordered to close or dissolve;
(5) termination due to other reasons.
article 33 after applying for cancellation of registration, an association shall submit a financial liquidation report to the registration administration department. During the liquidation period, the association shall not carry out activities other than liquidation.
article 34 an association shall cancel its registration with the registration administration department after liquidation. When going through the cancellation of registration, the application for cancellation, the statement of the person in charge on the reasons for cancellation and the liquidation report shall be submitted, and the donated items shall be handed over to the recipients.
Article 35 The alteration and cancellation of an association will be announced in the form of an announcement after approval.
Chapter VII Sources of Funds for Associations
Article 36 Types and standards of sources of funds for associations:
(1) Start-up expenses for each newly established association: a subsidy of 2, yuan;
(2) The Culture, Sports and Culture Department of the General Office of Human Resources shall review its activities and operation status according to the club activity plan every quarter, and grant 2 yuan to each person;
(3) The Culture, Sports and Culture Department of the General Office of Human Resources shall allocate additional project funding subsidies according to the budget, nature and size of the activities of community projects;
(4) To apply for community subsidy fees, submit and report to the "Budget Table for Community Activities" within the first month after the end of each quarter; otherwise, it will be deemed as giving up the subsidy if it is overdue;
(5) Every time an association applies for a project activity fund subsidy, it shall submit the "Budget Form for Association Project Activity Fund Application" one month in advance, and within two weeks after the end of the activity, make a detailed description of the expenditure of the funds requested for this activity, fill in and submit the "Final Form for Association Project Activity Fund Application" to the Culture, Sports and Culture Department of the General Human Resources Office for reimbursement and filing;
(6) before December 31st, all societies will make a detailed list of the use of the annual activity funds, which will be announced after the names of the culture, sports, culture and health department and the president of the society;
(7) Associations must abide by the relevant financial management system and accept the supervision of the General Office of Registered Human Resources. Before the change or replacement of the person in charge, the person in charge of the society should send its financial statements to the Ministry of Culture, Sports and Culture for financial inspection.
Article 37 Procedures for handling the subsidy expenses for community activities:

The president of the community is named.
