Although public cultural venues are free and open, the content of activities is not rich enough, and the utilization rate of the venues and the public participation rate are not high. Due to venue restrictions, some communities do not have fixed venues for cultural activities, and public cultural rights and interests cannot benefit all people. Although the three-level cultural service network facilities in our district have been basically established, some cultural facilities are idle and semi-idle due to old books, aging facilities, insufficient attention, lack of funds, and lack of organization.

3. Ideas and Countermeasures

1. Strengthen the performance appraisal mechanism for cultural construction. "To grasp culture is to grasp people's livelihood." Cultural activities are not only a form of spreading spiritual civilization, but also a bridge and link between the community and the masses, and an important part of the creation of a harmonious community.
