Meet one of the following conditions, can be commended in accordance with the provisions of this Ordinance:

The virtue mentioned in the first paragraph of the preceding article is excellent, and those who are loyal, filial, benevolent, trustworthy and harmonious enough to preserve their inherent morality belong to it. People who meet one of the provisions of Article 1 may be asked by their local neighbors or people whose deeds indicate their location to list the facts in detail, and ask the county and city governments to hand them over to the provincial governments for comments and praise from the Ministry of the Interior.
Article 4
If the county or city government has one of the items listed in Article 1, it may also request detailed facts and submit them to the provincial government for transmission to the Ministry of the Interior for praise.
Article 5
The municipal government referred to in the preceding two articles may consult the Ministry of the Interior if it is the Executive Yuan of Zhili.
Article 6
County and city governments, provincial governments and the Ministry of the Interior all have the responsibility to investigate the facts of those who are praised. Petition by relatives of neighbors and proved by more than two local market people.
Article 7
The Ministry of the Interior will examine the facts put forward by the consultation, draw up a commendation method, and submit it to the Executive Yuan for transmission to the National Government.
Article 8
The method of praise is as follows:
First, the plaque.
Second, praise the chapter.
Article 9
The person who is praised dies at the time of petition, or if the petition is conducted after death, only a plaque can be awarded.
Article 10
When awarding a plaque or commendation seal, attach a commendation certificate.
The plaques, medals and certificates mentioned in the preceding paragraph shall not be charged.
Article 11
Anyone who praises himself for having all the items listed in Article 1 of these regulations may apply for praise. But the same fact cannot be praised twice.
Article 12
In addition to describing the facts in detail, those who ask for praise should fill in five copies, one for the county and city government, one for the provincial government, one for the Ministry of the Interior, one for the Executive Yuan and one for the National Government. However, the Zhili Executive Yuan does not need the provincial government.
Article 13
After being praised, if the facts are found to be untrue, the original case shall be revoked and the praise shall be withdrawn.
Article 14
The county government is responsible for publishing products.
Article 15
The detailed rules for the implementation of these Regulations, the chapter format of Article 8, the certificate format of Article 10 and the list format of Article 12 shall be formulated by the Ministry of the Interior.
Article 16
These Regulations shall come into force as of the date of promulgation.

Article 1 (legislative reasons)
In order to praise the national virtues, make contributions to the country, inspire the present, go down in history, and show that you will come to in the future, these regulations are formulated.
Article 2 (Basis of Praise)
In any of the following circumstances, it shall be commended in accordance with these regulations:
1. People who have devoted themselves to the great cause of national revolution and made special contributions to the country and the nation.
2. Participated in the plan to counter the chaos and build the country, responded well, was meticulous in the face of difficulties, was loyal and diligent, and made meritorious deeds.
3. Those who have implemented national policies and made great achievements in diplomacy or international affairs.
4. Making special contributions to promoting educational and cultural undertakings and promoting Chinese culture.
Five, adventure, loyalty, and bravery become benevolent.
6. Those who have made important academic contributions and works that are highly valued by the contemporary world.
Seven, there are important inventions that are really beneficial to the national economy and people's livelihood.
Eight, moral respect, wide wind, enough to transfer, for the world model.
Nine, unite overseas Chinese, inspire patriotic sentiments, and have special deeds.
10. Those who donate property, are enthusiastic about public welfare and have outstanding performance.

Article 3 (Methods of Commendation)
Left for shout:
First, praise clearly.
Second, the inscription plaque.
The first paragraph of the preceding paragraph is limited to the death of the commended person.
Article 4 (Petition Procedure)
Except for the special permission of the President, a written application shall be made by the Executive Yuan. The petition clearly praised him and should be submitted to the executive yuan meeting for approval according to his life story.
Article 5 (Provisions on Sacrificing Martyrs)
Article 2 After death, a person whose deeds listed in the first, second or fifth paragraphs are praised may enter the national revolutionary martyrs cemetery or the local martyrs cemetery.
Article 6 (Life and Achievements of the Commended Person)
The life stories of people who have been explicitly praised can be declared to the National History Museum and included in the provincial (city) county (city) records.
Article 7 (Reasons for Revoking Cases in the First Instance)
After being praised, if the deeds are found to be untrue, the original praise case shall be revoked and the praise shall be withdrawn.
Article 8 (Basis of Praise by Foreigners)
Foreigners who meet any of the conditions in Article 2 may be praised.
Article 9 (Detailed Rules for Implementation)
Detailed rules for the implementation of this Ordinance shall be formulated by the Executive Yuan in conjunction with the Examinations Institute.
Article 10 (Implementation Date)
These Regulations shall come into force as of the date of promulgation.
