Because the relationship between biological parents and children is natural blood relationship, blood relationship can not be artificially lifted by law or other means. Unless their children are legally adopted by others, the rights and obligations between the adopted children and their biological parents and other close relatives will be eliminated according to law because of the establishment of the adoption relationship.
The rights and obligations of parents and children are as follows:
1, the rights and obligations of parents are:
(1) Personally, they have the rights and obligations of raising, managing education and legal representation;
(2) In terms of property, it is mainly manifested in the management of children's property, and parents should be liable for the losses caused by minors to others.
2, children's rights and obligations are:
(1) Children who are minors or cannot live independently have the right to ask their parents to pay alimony when they fail to fulfill their alimony obligations;
(2) Children have the obligation to support and assist their parents. When parents are unable to work or have difficulties in life, children are obliged to pay alimony and will not be terminated because of the change of parents' marriage relationship;
(3) Children have the obligation to respect their parents' marital rights and shall not interfere with their parents' remarriage and married life. Parents and children have the right to inherit from each other.
To sum up, the severance agreement has no legal effect, and the relationship between biological parents and children is based on the natural blood relationship between parents and children. Stepparent-child relationship and adoptive parent-child relationship are legal fictional identity relationships formed through certain behaviors, so they can be dissolved through certain legal procedures. However, the relationship between the biological father, mother and daughter is not fabricated by law, so it cannot be dissolved by agreement between the parties or court judgment.

If parents fail to perform their maintenance obligations, minor children or adult children who cannot live independently have the right to ask their parents to pay maintenance.
Parents who fail to perform their maintenance obligations, lack the ability to work or have difficulties in living have the right to claim alimony from their adult children.
