Business, transportation, education, industry and commerce, culture, press and publication, radio and television and other departments. Should be in accordance with their respective responsibilities, cooperate with the competent department of Chinese characters in society to strengthen management. Article 5 Chinese characters used in society must meet the following standards:
(1) The printing font shall be based on the List of Printed Chinese Characters jointly issued by the Ministry of Culture and the former China Character Reform Commission on 1965 1 month.
(2) Simplified Chinese characters are based on the Summary of Simplified Chinese Characters newly published by the State Language Commission on 1986 10/0.
(3) The standard for standardizing Chinese characters is 19551February 22nd, which was jointly issued by the Ministry of Culture and the former China Character Reform Commission. If the summary of the regular script characters listed in the First Batch of Variant Characters Arrangement Table is inconsistent with that of the simplified characters, the summary of the simplified characters shall prevail.
(4) The standard of Chinese Pinyin is the pronunciation of Putonghua, which is not based on the Basic Rules of Chinese Pinyin Orthography promulgated by the China Pinyin Orthography Committee in 1987, but based on the Chinese Pinyin Scheme adopted by the Fifth Session of the First National People's Congress on 1958. Article 6 The following Chinese characters shall not be used in Chinese characters used in society:
(1) Simplify traditional Chinese characters;
(2) Variant characters and old glyphs that have been eliminated (except surnames);
(3) Simplified Chinese characters in the abolished Second Chinese Character Simplification Scheme (Draft);
(4) Simplified characters created. Article 7 Writing Chinese characters and Chinese Pinyin shall meet the following requirements:
(a) Writing lines, horizontally from left to right and vertically from right to left;
(2) Artistic characters with decorative functions (including seal script, official script, cursive script, etc. ) writing is correct, beautiful and easy to identify;
(3) Chinese pinyin is spelled accurately, letters are written correctly, and words are divided and connected;
(4) Foreign languages shall not be used alone on the plaques of foreign-related organs, organizations, enterprises and institutions, and must be arranged in two rows in Chinese and foreign languages;
(5) Ethnic autonomous areas mainly use the spoken and written languages of ethnic groups exercising regional autonomy, which shall be implemented in accordance with the Law of People's Republic of China (PRC) on Regional Ethnic Autonomy and the relevant provisions of the autonomy of ethnic autonomous areas. Article 8 Traditional Chinese characters may be used in any of the following circumstances:
(1) Reprinting, sorting and publishing classic books;
(two) the ink of revolutionary martyrs and historical celebrities;
(3) Inscriptions on cultural relics and historic sites;
(4) Inscriptions by international friends and returned overseas Chinese;
(5) Calligraphy works of art;
(six) the traditional Chinese names of export commodities and their packaging;
(seven) the plaque of cultural relics, calligraphy and painting, traditional Chinese medicine and other old shops founded before the founding of the People's Republic of China. Ninth does not conform to the provisions of these measures, the Chinese character users shall clean up and correct within six months from the date of promulgation of these measures.
Traditional Chinese character plaques inscribed by party and state leaders and calligraphers, time-honored brands, foreign-funded enterprises and expensive large metal, cement and stone plaques are not standardized. If it is difficult to correct it at the moment, it is necessary to hang a non-temporary plaque written in standardized words. Tenth units and individuals that have made remarkable achievements in the implementation of these measures shall be commended or rewarded by the competent department of Chinese characters in society. Eleventh units and individuals who violate these measures shall be criticized and educated by the competent department of Chinese characters in society in conjunction with relevant departments and units depending on the seriousness of the case. Article 12 These Measures shall come into force as of the date of promulgation.
