Efforts should be made to build an economic system with effective market mechanism, dynamic micro-subjects and moderate macro-control, so as to continuously enhance China's economic innovation and competitiveness.
Among them, "focusing on building an economic system with effective market mechanism, dynamic micro-subjects and moderate macro-control" is a new requirement for improving the framework of socialist market economic system and building a high-quality socialist market economic system in the new era.
The Fourth Plenary Session of the 19th CPC Central Committee decided to "uphold and improve the basic socialist economic system and promote high-quality economic development", further emphasizing the need to build a high-standard market system, improve the fair competition system, fully implement the negative list system of market access, reform the production license system and improve the bankruptcy system.
Subsequently, the Central Economic Work Conference once again stressed that during the crucial period of China's transformation of development mode, optimization of economic structure and transformation of growth momentum, structural, institutional and cyclical issues are intertwined, and the influence of "three-phase superposition" continues to deepen.
