Is it infringement to quote other people's lyrics or poems in your own articles?

According to the provisions of Article 22 of the Copyright Law of People's Republic of China (PRC), individuals may study, study or enjoy the use of published works by others without the permission of the copyright owner, but they shall indicate the name of the author and the name of the work, and shall not infringe upon other rights enjoyed by the copyright owner in accordance with this Law.
