The meaning of "生" should be to appear and grow. This metaphor is used to illustrate the scale and magnificence of clouds and mist. That is to say, when riding a horse on a mountain road, the clouds that appear around it seem to have grown around the horse and have never dispersed. It is just like riding on the clouds and mist in the sky. It is used to describe the large scale of clouds and mist. Just like you are on the top of the mountain, walking on the top of the mountain full of clouds, it looks like you are standing on the clouds and walking in the sky.
Qi means momentum, Sheng means scale. They have different approaches but similar effects.
