In order to further promote the reform of state-owned enterprises and maintain social stability, we must objectively and calmly analyze the causes of these unstable factors and correctly understand the importance and arduousness of solving these problems.

First, the reasons for the ideological instability of retired workers

In the process of transition from planned economy to market economy, especially the adjustment of ownership structure and economic structure, the further deepening of enterprise reform, the situation of "one pot of rice" in life and welfare has gradually disappeared, and the socialization of logistics services has gradually advanced, which has made some problems left over from history become the focus. Under the condition of poor acceptance and psychological imbalance, some retired workers have gradually formed ideological instability factors.

First, enterprises have had difficulties in production and operation in the process of transformation in the past few years, and some interest issues related to employees have not been solved in time and properly handled. In addition, the construction of welfare facilities accumulated over the years is not perfect, and there are still many aspects that are not matched. At present, enterprises do not have enough economic ability to solve these historical problems, which has caused retired employees to have a complaining mentality.

Second, employees who retired a few years ago have relatively low turnover wages, so they receive relatively low pensions. At present, enterprises implement a new post structure wage system, and the income of on-the-job employees and retired employees forms a strong contrast, which makes retired employees feel a sense of loss.

Third, there is a lack of understanding of policies and comparison with industries. With the further deepening of the reform between enterprises and industries, there are obvious differences in economic income and welfare benefits between industries in society, especially in the aspects of pensions, medical expenses and poverty alleviation for retired employees, which makes retired employees, especially poor employees, psychologically unbalanced.

Fourth, the management of these employees is still relatively extensive, and the publicity of enterprise policies, regulations and various management systems is still insufficient, so that retired employees do not understand some policies and management systems, and also require enterprises to take care of all aspects from the perspective of planned economy, and unilaterally compare the situation of other industries in society with this enterprise, thus creating a confrontational psychology.

Second, measures to control the increase of unstable factors.

The unstable factors among retired workers can only be solved by development, and development also needs a stable situation. Stability is the premise of reform and development. In order to keep the situation stable, control and reduce the unstable factors, the author believes that the following measures can be taken.

First, strengthen the publicity of current policies and regulations, especially the management system and regulations of enterprises after restructuring, so that the majority of retired workers can understand the policies, understand the spirit, be familiar with the regulations and reduce their grievances.

The second is to establish and improve a smooth information network system and form a bottom-up and top-down prevention and early warning mechanism internally. Among the retired workers, some comrades with high prestige, strong activity ability and real problems are purposefully selected as information officers and propagandists. On the one hand, the problems among retired workers can be reflected at any time, on the other hand, the policies, management systems and regulations of enterprises can be publicized in time.

The third is to establish and improve the joint meeting system. Practice has proved that through effective communication and coordination in the form of joint meetings, some problems involving the vital interests of retired workers can be solved in time. In addition to adhering to the normal information reporting system, it is necessary to establish a joint meeting system for quarterly stability work, which can be held by the district within the enterprise to ask questions, make analysis and give opinions; It can also be convened by a superior organization to regularly analyze and study the existing unstable factors and the measures to be taken, so as to truly reflect the problems through channels, have methods to solve the problems, have opinions on major issues, and have opinions at critical moments. For government departments, other industries and organizations outside the enterprise, we can exchange opinions regularly at ordinary times, and communicate and negotiate at any time under special circumstances to keep abreast of the promulgation and implementation of some local policies and regulations involving the vital interests of retired employees, and put forward solutions and suggestions in time according to the actual situation of the enterprise, so as to provide a basis for enterprise decision-making.

Four, establish and improve the assistance mechanism for employees with difficulties in retirement, and earnestly do practical things and do good things for the people with difficulties. First, it is necessary to set up a difficult rescue organization and strive to build a platform to give retired workers with difficulties a place to reflect their difficulties and solve practical problems. Second, to implement effective aid, we must take the implementation of aid funds as the top priority of aid work. The third is community management, which implements the socialization of helping resources for retired workers with difficulties in life. The fourth is to implement dynamic management and establish help accounts. The application made by the retired workers with difficulties shall be verified by the unit and department where they work, and the types of difficulties and the standards and requirements for assistance shall be determined. Fourth, strengthen the self-construction of cadres and workers at all levels, and constantly improve their professional ability and comprehensive quality. In the process of forming many unstable factors, some of them are caused by some cadres or staff members' low policy level, rude work style, buck passing and other reasons.
