"Foreign-related" refers to a civil case in which one or both parties are foreigners, stateless persons, foreign enterprise organizations, or the legal facts of the establishment, change and termination of the civil legal relationship between the parties occur abroad, or the object of litigation is in a foreign country. The jurisdiction of major civil cases involving Hong Kong, Macao and Taiwan shall be compared with foreign-related cases.
According to the provisions of the Civil Procedure Law and related judicial interpretations on grass-roots jurisdiction and the Provisions on Jurisdiction Standards for Courts at All Levels to Accept Civil and Commercial Cases of First Instance issued by the Shandong Provincial High Court, the Intermediate People's Courts of Jinan and Qingdao have jurisdiction over civil and commercial cases of first instance with litigation subject matter of more than 6,543,800,000 yuan, and civil and commercial cases of first instance with litigation subject matter of more than 5,000,000 yuan, where one party resides outside its jurisdiction or involves foreign affairs, Hong Kong, Macao and Taiwan.
