With the Internet cafes taking root in rural areas, more and more farmers, especially rural primary and secondary school students, pay attention to it. Like other new things, the emergence of rural Internet cafes is also a double-edged sword, which has both advantages and disadvantages: it gives rural people the opportunity to know the outside world and live or produce with them without leaving home. Similarly, it also has shortcomings. After returning to my hometown in rural Hebei in winter vacation, I visited and investigated the current situation of Internet cafes in my hometown, and discussed many problems, reasons and countermeasures brought by rural Internet cafes in this article.

First, the status quo of Internet cafes is not optimistic.

At present, the Internet cafes in this township are still in the primary stage of extensive development, and their characteristics are mainly reflected in: small, simple, scattered and hidden. The scale is very small, and the number of computers ranges from a dozen to twenty or thirty. For example, an Internet cafe next to the office building of the township government has only 18 computers; Some rural Internet cafes still rely mainly on dial-up Internet access, and the conditions are very simple; It is generally distributed in township centers and even villages with relatively developed economy, affluent life, well-informed information and convenient transportation. For example, an Internet cafe is located next to a rural market. Most Internet cafes adopt a family-oriented and workshop-oriented business model. For example, in an Internet cafe, there are only two people, father and daughter. The main problems of rural Internet cafes are: there are many black Internet cafes, many minors are admitted to the Internet, and there are many security risks.

Second, there are many problems in the operation of Internet cafes.

1, poor sanitation, worrying about safety.

Most rural Internet cafes are self-employed. From the perspective of saving investment costs, owners usually build a few simple houses or rent a few remote houses, while others are building their own houses. When they bought back their computers, they started business. Poor hardware facilities and irregular installation. There is basically only one channel in rural internet cafes, with closed doors and windows, no ventilation and no lighting, and smoking, the air is filthy. A few people with low quality spit everywhere and take off their shoes and feet. Internet cafes are filled with all kinds of smells, which makes people suffocate. Some computer keyboards and computer desks have not been cleaned for a long time, and they are dark and dirty, and it is difficult to distinguish between gray and black. Some rural Internet cafes have only one exit, with closed windows and no fire prevention equipment. In case of fire or other emergency, the consequences are unimaginable. There are often some social idlers who enter, and they often fight because of trivial things or words, which has a very bad influence.

2, illegal operation is common, strong concealment.

The investigation found that there are many illegal phenomena in the operation of rural Internet cafes, which are mainly manifested as follows: First, unlicensed operation. Some rural Internet cafes just bought computers and connected to the Internet, and began to open to the outside world without the approval of the competent authorities. Second, they opened the door for some customers. The information on the Internet is mixed. Although some Internet cafes have network purifiers, most of them are useless. Some people browse illegal websites such as pornography and violence at will. In order to make money, most Internet cafe owners turn a blind eye. Third, they are more hidden. In order to avoid the inspection by law enforcement agencies, some rural Internet cafes generally hide in villagers' homes, without plaques or signboards. Some rural internet cafes are opened when someone comes, and closed when no one comes. Some open the door in the dead of night, which is difficult for law enforcement officers to find.

3. The influx of minors

Most of the business income of rural Internet cafes is supported by teenagers. Many primary and middle school students spend several hours in Internet cafes after school, which has a great influence on their study and physical and mental health. At the same time, parents are also very worried and worried. The incident of teenagers entering internet cafes is shocking, which is mainly manifested as follows: first, they are obsessed with internet cafes and take risks; Second, it seriously affects students' normal study; Third, it seriously damages students' physical and mental health.

Third, management loopholes and profit-driven become the root of the problem.

The reasons for the above problems in rural Internet cafes are as follows.

1, there are many management loopholes, resulting in blind spots. First, the examination and approval system is not perfect, and the cultural departments and signal transmission units in charge of Internet cafes have not formed a unified and standardized examination and approval procedure, resulting in Internet cafes "getting on the bus first, then buying tickets". Second, the management of Internet cafes is beyond our reach. Internet cafes in rural areas are more hidden, and the owners of internet cafes simply do not go through the formalities with the examination and approval unit and go their own way. Third, rural Internet cafes are remote and decentralized.

2, insufficient publicity. Although the Regulations on the Administration of Internet Service Sites in the State Council has been promulgated for a long time, few people in rural areas know the specific contents of the regulations, and most people's ideological understanding is insufficient, which leads to farmers not supporting the action of investigating and handling Internet cafes, which brings a lot of inconvenience to the governance of rural Internet cafes.

3, rural Internet cafe operators are mercenary and operate illegally. Rural Internet cafe operators have a weak legal concept. In order to recover their investment and make profits, they forgot the regulations on the management of Internet cafes. They don't post "no minors allowed" signs, and they don't strictly enforce the registration system of Internet cafes. Instead, minors are welcome to enter and provide "quality services" such as food and housing. Some specialize in spreading pornographic, violent and other toxic information to lure minors to patronize.

Fourth, make efforts to build rural healthy Internet cafes through multiple channels.

The current situation of rural Internet cafes has attracted more and more attention from all walks of life, and schools and parents have expressed strong dissatisfaction. Therefore, it is urgent to govern rural Internet cafes.
