Committed to the research and consulting work in the fields of public welfare cultural undertakings, education, culture, health and economic and social development in China; Participate in the drafting and writing of important speeches, important documents and research reports on major national topics by party and state leaders, and provide consultation and decision-making reference for party and state leaders. Visit abroad for cultural exchange, so as to enhance the understanding and friendship between China and other countries in the world.

Guan Jinghui graduated from Chinese Department of Wuhan University, senior civil servant class of Tsinghua University-Harvard University School of Government Administration, and graduate school of Central Party School. He holds a postgraduate degree in government management and international politics. He is the author of A Record of China (more than 3 million words, collected by various libraries, including the Yanjing Library of Harvard University) and Are You Ready? -facing the WTO and other dozens of books.

Guan Jinghui served as the president of Publicity Department of the Communist Party of China National Propaganda Cadre College for many years. He is currently a member of China Calligraphers Association, a member of China Photographers Association, and a director of the Central State Organs Calligraphy and Painting Association.
