Chapter 1 General Provisions

Article 1 In order to strengthen the management of social art level examination activities and protect candidates These measures are formulated to promote the standardization of social art level examination work, ensure the quality of social art level examination work, and promote the healthy development of social art education.

Article 2 Social Arts Level Examination (hereinafter referred to as the "Arts Assessment") refers to the social arts level examination institution (hereinafter referred to as the "Art Examination Agency") that has obtained qualifications in accordance with these Measures, and assesses learning through examinations. Activities to evaluate the artistic level of artistic staff and provide guidance.

Article 3 Art examinations must be aimed at popularizing art education and improving the quality of the people, follow the laws of art education, adhere to the principles of openness, justice, fairness and voluntary examination, and put social benefits first.

Chapter 2 Management Organization

Article 4 The Ministry of Culture is responsible for the planning, coordination, supervision and management of national art examinations, and performs the following functions:

(1) ) Organize the formulation and implementation of policies and regulations for art grading;

(2) Formulate a national art grading work plan and determine the total number, layout, and structure of art grading institutions;

( 3) Examine and approve art grading institutions that run art grading activities across provinces (autonomous regions and municipalities directly under the Central Government);

(4) Implement and guide the implementation of supervision and inspection of national art grading activities;

( 5) Organize and carry out the evaluation of art grading institutions;

(6) Responsible for the organization and management of the National Social Art Level Examination Expert Steering Committee;

(7) Coordinate with relevant departments Conduct research and make decisions on major matters related to art assessment work.

Article 5 The cultural administrative departments of local people's governments at or above the county level are responsible for implementing national policies and regulations on art examinations within their respective administrative regions, and supervising and inspecting art examination activities.

The cultural administrative departments of the people's governments of provinces, autonomous regions, and municipalities directly under the Central Government are responsible for examining and approving art grading institutions that conduct art grading activities within their respective administrative regions.

Article 6 The National Social Arts Level Examination Expert Steering Committee is an art assessment guidance organization under the leadership of the Ministry of Culture. It is composed of experts hired by the Ministry of Culture, and each term is four years. Its responsibilities are:

(1) Carry out research on policies, regulations and other aspects related to art grading work;

(2) Review and determine the art grading professional catalog, art grading standards, and art grading teaching Outline;

(3) Formulate qualification standards for art exam examiners and review the qualifications of art exam examiners;

(4) Formulate qualification standards for art exam tutors and guide art exam tutors training work;

(5) Formulate evaluation standards for art grade examination institutions;

(6) Demonstrate the qualifications of the applicant unit to hold art grade exam activities, and provide written demonstration results to the approval authority.

Article 7 The National Social Arts Level Examination Center is an art examination service organization under the guidance of the leadership of the Ministry of Culture and the National Social Arts Level Examination Expert Steering Committee, and performs the following responsibilities:

(1) Promote policies and regulations on art grading, and release information on art grading work;

(2) Print and issue the "Qualification Certificate for Social Arts Level Examination Examiners";

(3) Supervise the production of the "Social Art Level Examination Certificate";

(4) Organize and coordinate the training of art exam tutors;

(5) Organize and carry out theoretical research, academic exchanges and performances for art exams Display activities.

(6) Complete other tasks assigned by the Ministry of Culture.

Chapter 3 Art Examination Institutions and Examiners

Article 8 Art Examination Institutions refer to art schools, professional art groups, and professional associations that have obtained the qualification to hold art examination activities in accordance with the provisions of these Measures and art institutions.

Article 9 Units that apply to launch art grading activities should meet the following conditions:

(1) Independent legal person qualifications;

(2) Main business Relevant to the application to open art examination majors, and have good artistic, academic standards and social credibility;

(3) Self-edited and officially published art examination textbooks;

(4) ) The art examination major applied for must have examiners from the corresponding majors of the unit, and the examiners of the unit should account for more than two-thirds of the total number of examiners;

(5) Places and facilities that meet the needs of art examinations ;

(6) A working organization and sound rules and regulations specifically responsible for art examinations.

Article 10 If you apply to hold art grading activities across provinces (autonomous regions, municipalities directly under the Central Government), you must submit it to the Ministry of Culture for approval; if you apply to hold art grading activities within the administrative region of the local province, autonomous region, or municipality directly under the Central Government, the application shall be submitted to the Ministry of Culture for approval. The cultural administrative department of the people's government of the autonomous region or municipality directly under the Central Government shall examine and approve the project, and the cultural administrative department of the people's government of the province, autonomous region or municipality directly under the Central Government shall report it to the Ministry of Culture for filing.

Article 11 The examination and approval authority shall make a written decision on whether to approve the application within 20 days from the date of acceptance of the application. If a decision cannot be made within 20 days, it may be extended for 10 days with the approval of the person in charge of the examination and approval authority, and the applicant shall be notified of the reasons for the extension. If approved, a "Social Arts Level Examination Qualification Certificate" will be issued; if not approved, the reasons shall be stated in writing.

Before the examination and approval authority makes a decision, the application materials of the applicant unit shall be submitted to the National Social Arts Level Examination Expert Steering Committee for demonstration. The time required for demonstration is not included in the review and approval period, but the applicant must be notified of the required time in writing.

Article 12 Units that apply to hold art grade examination activities shall submit the following materials:

(1) Application form. The application should state the proposed art grading major, the scope of the examination room, the basic information of the grading organization and its person in charge, the amount and source of the start-up funds, charging items and standards, etc. The application shall be submitted by the legal representative of the applicant unit. Signed by the person;

(2) Documents proving legal person qualifications;

(3) The composition and working rules of the grade examination body;

(4) The grade examination body Documents proving the main person in charge;

(5) Documents proving the office location of the examination organization and the right to use the examination venue;

(6) Self-compiled and officially published art examination Teaching materials;

(7) Materials of the art examination examiner to be hired;

(8) Other relevant materials required by the approving authority.

Article 13 The applicant shall, within 30 days from the date of receipt of the "Social Art Level Examination Qualification Certificate", go to the price management department of the local people's government with the certificate to apply for a charging license, and submit the certificate to the Ministry of Culture and the local government. The cultural administrative department of the people's government of the province, autonomous region, or municipality directly under the Central Government shall be registered. The cultural administrative department shall issue a filing certificate.

Only after the applicant unit has obtained the "Social Art Level Examination Qualification Certificate" and the local price management department's charging permission, can it hold art assessment activities.

Article 14 If an art grading institution does not carry out art grading activities for two consecutive years, the "Social Art Level Examination Qualification Certificate" will be withdrawn by the approving authority.

If an art grading institution suspends art grading activities, it shall submit a suspension report to the approval authority within 60 days from the end of the latest art grading activity, and at the same time return the "Social Art Level Examination Qualification Certificate." If an art grading institution fails to return the "Qualification Certificate for Social Arts Level Examination", its qualification to conduct art grading activities will be revoked by the approving authority.

Article 15 Art grading examiners must obtain the "Social Art Level Examination Examiner Qualification Certificate" and be appointed by the art grading institution.

Article 16 Professionals who meet the following conditions can apply for the "Social Art Level Examination Examiner Qualification Certificate" to the National Social Arts Level Examination Expert Steering Committee through the art assessment institution:

(1) More than 10 years of professional art study experience;

(2) More than 5 years of art or art education work experience in the major you are applying for;

(3) Good demonstration and teaching Guidance and appreciation ability;

(4) Good political quality and moral cultivation.

Chapter 4 Grading Examination Management

Article 17 Art grading institutions must set up permanent working institutions, be equipped with full-time staff, and organize art grading activities in accordance with the approved art grading majors.

Article 18: Art grading institutions may release grading brochures to the public before organizing art grading exams. The content of the examination brochure shall not exceed the scope of examination majors and examination rooms approved by the examination and approval authority, and the charging items and standards must be indicated. Before the release of the grading examination brochure, it should be submitted to the examination and approval authority for filing, and the examination and approval authority should issue a filing certificate.

Article 19 Art grading institutions may entrust relevant units to undertake art grading activities. The host unit shall meet the following conditions:

(1) Independent legal person qualification;

(2) Engage in art education, art performance, art training, art research, etc. related to art examination majors Business;

(3) Necessary material conditions to carry out art examination activities;

(4) Good social reputation.

Art grading institutions must sign a cooperation agreement with the organizer to clarify the rights and obligations of both parties. The host unit must carry out activities in the name of the art grading institution within the scope of the cooperation agreement, and the art grading institution shall bear legal responsibility for the conduct of the hosting unit related to art grading.

Article 20 If an art grading institution entrusts an undertaking unit to undertake art grading activities, it shall report the basic information of the undertaking unit and the cooperation agreement to the Ministry of Culture and the location of the undertaking unit within 20 days from the date when the cooperation agreement takes effect. Registration with the cultural administrative departments of provinces, autonomous regions and municipalities directly under the Central Government. The cultural administrative department shall issue a filing certificate.

Article 21 Art grading institutions shall, within 5 days before launching art grading activities, report the grading time, grading location, number of candidates, examination room arrangements, etc. to the approval authority and the cultural administrative department where the art grading activities are located. Filing. If the examination venue is in a provincial capital city (autonomous region capital, municipality directly under the Central Government), it shall be reported to the cultural administrative department of the province (autonomous region, municipality directly under the Central Government) for record; if the examination venue is in other cities, it shall be reported to the local municipal cultural administrative department for record; if the examination venue is within the jurisdiction of a county, it shall be reported to the local county (city) ) filed with the cultural administrative department. The cultural administrative department shall issue a filing certificate and be responsible for supervising and inspecting art grading activities.

Article 22 The content of the art examination shall be determined in accordance with the approved art examination syllabus.

Article 23 The examiners conducting the examination in the examination room shall be dispatched by the art examination institution. There should be at least one examiner from relevant majors in the same examination room.

The examiner conducting the examination should hold the "Qualification Certificate for Social Arts Level Examination Examiner" for inspection.

Examiners can only conduct examinations in art examination activities carried out by the hired institutions specified in the "Social Art Level Examination Examiner Qualification Certificate".

Article 24 The examiner shall evaluate the artistic level of the candidates in accordance with the published art examination standards and provide guiding opinions.

Article 25: The examination room shall implement an avoidance system. Examiners who have relatives, teacher-student relationships with candidates that may affect the fairness of the exam should actively avoid them. Candidates or guardians of underage candidates can apply for the examiner's withdrawal, which will be implemented after verification by the person in charge of the examination room. If the person should have evaded but failed to evade, the examination results will be invalid if verified to be true.

Article 26 If a candidate passes the examination for the art major he applied for, the art examination institution will issue a "Social Art Level Examination Certificate" of the corresponding level.

Art grading institutions shall, within 60 days from the end of each art grading activity, submit the list of names for issuance of art grading certificates to the cultural administrative department of the people's government of the local province, autonomous region, or municipality directly under the Central Government for record.

The cultural administrative department shall issue a filing certificate.

Article 27 If there are any changes in the examiners appointed by the art grading institution, the principal person in charge of their work organization, or their office location, they shall be reported to the examination and approval authority for record within 20 days from the date of the change. The examination and approval authority shall issue a filing certificate.

Article 28: The Ministry of Culture implements an evaluation system for art grading institutions, and the evaluation results are announced to the public. Specific measures will be formulated separately.

Chapter 5 Penalties

Article 29: Anyone who holds art examination activities without approval or in disguised form shall be ordered by the cultural administrative department to stop the illegal activities and return the money collected fees, the examination will be declared invalid and a fine of not less than 10,000 yuan but not more than 30,000 yuan will be imposed.

Article 30 If an art grading institution commits any of the following acts, the cultural administrative department shall give it a warning, order it to make corrections and impose a fine of not less than 1,000 yuan but not more than 3,000 yuan:

(1) ) Issuing a grading examination brochure without reporting it to the approval authority for record as required;

(2) Organizing art grading activities and failing to report the examination time, examination location, number of candidates, examination venue arrangements, etc. to the cultural administration department for record as stipulated

(3) After the art grading examination activity, the list of issued art grading certificates was not reported to the cultural administration department for record as required;

(4) Art grading examiners and grading work If there are changes in the principal person in charge of the organization or the office location, the changes are not reported to the approval authority as required.

Article 31 If an art grading institution commits any of the following acts, the cultural administrative department shall order it to stop grading activities, declare the exam invalid, and impose a fine of not less than 2,000 yuan but not more than 5,000 yuan; the losses suffered by the candidates as a result Compensation will be paid by the art grading institution:

(1) Failure to organize art grading activities according to the approved art grading major;

(2) The examiner and his behavior do not comply with Article 20 Article 3 and Article 24;

(3) Failure to withdraw as required;

(4) Engagement in malpractice and fraud during the examination process.

Article 32 If an art grading institution commits any of the following acts, the cultural administrative department shall order it to make corrections and impose a penalty of suspending art grading activities for one year; if the circumstances are serious, the qualification for holding art grading activities shall be revoked. Confiscating the "Social Art Level Examination Qualification Certificate":

(1) The entrusted undertaking unit fails to report to the cultural administrative department for record as required or the entrusted undertaking unit does not meet the regulations;

(2) ) Issuing an unsupervised "Social Art Level Examination Certificate";

(3) Issuing a "Social Art Level Examination Certificate" to candidates whose exams have been declared invalid;

( 4) Expanding the scope of the examination room without approval;

(5) Violating the charging standards approved by the price management department and overcharging;

(6) Obstructing and resisting cultural administration Supervised and inspected by department staff.

Article 33 If a staff member of the cultural administrative department commits any of the following acts, he or she shall be given administrative sanctions; if a crime is constituted, criminal liability shall be investigated in accordance with the law:

(1) Violation of this Article The Measures stipulate that unauthorized approval of art assessment institutions that do not meet the conditions;

(2) Failure to perform supervisory duties and failure to investigate and punish illegal activities of art assessment institutions;

(3) Exploitation Those who abuse their power for personal gain or accept bribes.

Chapter 6 Supplementary Provisions

Article 34 The Ministry of Culture is responsible for the interpretation of these Measures.

Article 35 These Measures shall come into effect on July 1, 2004. The "Measures for the Management of Social Arts Level Examinations" issued by the Ministry of Culture on May 17, 2002 were abolished at the same time. 3. Registration regulations

1. Candidates should choose the application level according to their actual level; 2. Each examination area office and subordinate workstations and registration points should guide candidates in selecting the application level to avoid blind selection. High registration; 3. On the premise that the examination time does not conflict, candidates are allowed to choose two or more subjects; 4. The registration fee is 5-20 yuan per person per subject, and the examination fee is 1-5 yuan per person per subject 50 yuan per level, and 10 yuan for each additional level from 6 to 10.

IV. Application Method

1. Candidates who have participated in the grade examination and have a certificate must submit a copy of the original grade certificate when applying; 2. Fill in a grade assessment application form, requiring It must be written by hand or printed on a computer. The handwriting must be correct, the items must be complete, and the content must be accurate. The examination area, workstation, name, date of birth, application items, application level, unit, contact address, contact number, postal code, and serial number must be filled in clearly. The application form must be filled out once per person and per subject; 3. Three recent bare-headed photos (one each for admission ticket, application form, and certificate). 5. Examination time

The last weekend of each month from August to December of the current year is the examination time specified by the examination committee. The specific examination month is determined by the local examination office and one month in advance. Report to the examination center every month and apply for examination questions. Only after approval can you take the examination.

VI. Examination Requirements

1. Candidates must take the exam at the time and place indicated on the admission ticket and consciously abide by the exam discipline. Those who do not have an admission ticket or whose identity does not match the admission ticket will not be allowed to enter the examination room; 2. Those who have registered for the exam but fail to take the exam at the specified time will be treated as a waiver, and refunds and make-up exam procedures will not be processed; 3. 7. Examination requirements

1. The examination seal should be stamped on the lower right corner of the back of the work; the application form and a copy of the original certificate should be pasted on the upper left corner of the back of the work, along with the work. 8. Evaluation and Certification

1. The examination paper will be graded by experts from the Grade Assessment and Evaluation Committee of the Calligraphy and Painting Grading Center of the China Institute of Art Science and Technology according to the actual level of the candidates. The Grade Assessment Committee of the Grade Examination Center issues a certificate. After the test paper is sent to the review committee, it can be checked within 60 days, and the certificate is issued to the candidate within 80 days; 2. Candidates' test papers must be sent within 7 days after the exam, and must be reviewed within 3 days after receiving the certificate. After completion, it will be distributed to the candidates within 15 working days. If there is any doubt, a written report must be submitted to the grading center within 15 working days; 3. Candidates' test papers will be evaluated according to their actual level.
