Chen Shengjie was born in Zhao County, Hebei Province in 1969. He studied traditional Chinese painting at an early age and studied under the famous painter Jiao Junhua. Graduated from the Traditional Chinese Painting Department of Hebei Normal University in 1989, and studied under Hu _, Zhao Chengxin, Zhong Zhihong, Jiang Feng, Xu Wenshan, Liu Zikuan, and other famous calligraphers and painters.

From 2002 to 2005, he taught at Shijiazhuang Oriental Art Vocational College (now renamed Hebei Academy of Fine Arts);

In 2003, seven works including "Night Mooring" and "Taihang Autumn" were exhibited It was selected into the "Beautiful Hebei" large-scale exhibition jointly organized by China Artists Association, Guangming Daily and Hebei North American Association. It was exhibited in South Korea and Japan, and was given as a gift to Korean friends for collection by the Provincial and Municipal People's Congress Friendship Delegation.

In 2006, he was invited to be a special painter of Nanjing Gold Foil Group.
