To this end, I conducted a survey, tried my best to collect the positive and negative related materials I could get in touch with, and put forward my own views on the basis of repeated comparison and comprehensive weighing in a realistic and responsible attitude towards history for your reference. According to the National Flag Law, the flag should be flown at half mast on the day of death. However, if all the United Nations flags have been raised that day, they will not be lowered under normal circumstances, and the flag lowering ceremony will be postponed until the next day. Some people say that at that time, after learning the news of Premier Zhou's death, the United Nations Headquarters did not lower the national flag at half-mast the next day, but lowered the national flag that had been raised that day.
