Yu Chenglong was born in the late Ming Dynasty. He was a deputy Gongsheng student during the Chongzhen period. He was from Laibao Village, Shanxi Province. He was from the same hometown and family as the later famous official Chen Tingjing. Before Jackie Chan became an official, he was very opinionated and fair in dealing with things, which was deeply trusted and respected by the villagers.
In the 19th year of Kangxi's reign, Yu Chenglong was promoted to governor of Zhili and summoned by Emperor Kangxi. Kangxi praised Yu Chenglong as "the most upright official", bestowed gold and silver on him, and praised him with poems written by the emperor. , once again promoted him to the position of Governor of Liangjiang (Governor of Jiangnan and Jiangxi).
