What does this poem "Qian Fan is on the edge of a sunken ship and Wan Muchun is in front of a sick tree" mean?

"Qian Fan is beside the sinking ship, and Wan Muchun is in front of the sick tree." This poem comes from Liu Yuxi, a famous poet in the middle Tang Dynasty, "The First Meeting in Yangzhou Will Enjoy Lotte".

Liu Yuxi, Zi Mengde, was a famous poet in the middle Tang Dynasty. Born in 772 AD, his ancestors were Liu Sheng, the famous king of Zhongshan Jing, a descendant of the royal family of the Han Dynasty, and he was the same ancestor as Liu Bei, the founding emperor of Shu Han in the Three Kingdoms period.

After Tang Shunzong succeeded to the throne, Liu Yuxi joined the Wang Group and presided over the New Deal reform. Because it touched the interests of bureaucratic groups such as buffer regions and eunuchs, the reform failed because of opposition. In 805, Tang Shunzong was forced to abdicate and Liu Yuxi and Liu Zongyuan were demoted.
