In the tide of the whole party's in-depth study and practice of Scientific Outlook on Development, it is our unshirkable responsibility as a party member and a staff member of a large institution to study and implement Scientific Outlook on Development well and put Scientific Outlook on Development into practical work. The work of the National People's Congress is an important part of the Party's work. Everything we do in the post of National People's Congress is closely related to the overall development, people's happiness and social stability. This cause needs cadres with excellent moral character. The ancients said: "People can be incompetent all their lives, but they can't be immoral for one day." Morality should be emphasized in being a man, and official morality should be emphasized in being an official. To practice Scientific Outlook on Development, I think there are five aspects that need to be grasped, which is also the direction of my efforts.
First of all, we must establish the moral character of courage and responsibility. Dedication is a fine tradition of the Chinese nation. "Every man is responsible for the rise and fall of the world" expresses the sense of mission and responsibility that has come down in one continuous line for thousands of years. Guizhou is an underdeveloped province with a large poverty area. Many people in mountainous areas are still worrying about food and clothing and rushing for employment. The task of solving the difficulties of it, drinking water, reading, medical care, employment and income increase is still very heavy, and there is still a long way to go to relieve people's worries, solve people's difficulties and help them get rich. As a cadre in the organs of the National People's Congress, I feel that we should have a sense of mission of being miserable and conscientious, and always maintain the noble character of being brave and conscientious.
Second, we should cultivate a studious character. The ancients said, "No learning and no skill, no learning and no skill, no learning and no skill, no learning and no virtue." The greatest advantage of the work of the National People's Congress is to keep close contact with the masses, and the greatest danger is to be divorced from the masses.
