Is the achievement of poetry in Ming Dynasty as high as that in Qing Dynasty?

I read A Brief History of China Literature more than ten years ago, saying that the number of poems and songs in Ming Dynasty is no less than that in Tang and Song Dynasties. But certainly not as good as the level of Tang and Song Dynasties. The achievement of poetry should not be as good as that of Qing Dynasty. By the Qing dynasty, the overall level was not very high. But the Qing dynasty produced two outstanding people. One is Nalan Rong Ruo. Another is Cao Xueqin. According to A Brief History of China Literature, Cao Xueqin does not have a special collection of poems. However, a large number of high-level poems in his novels made him the last great poet in ancient China.
