Luannan is a county with strong culture and profound cultural background. Lotus drop, folk songs, yangko and other folk literature forms are rich and colorful and widely circulated. Luannan is the birthplace of Pingju, Shadow Play and Laoting Drum, which gave birth to Pingju, Shadow Play and Laoting Drum "Three Flowers of Jidong Literature and Art". Cheng, the founder of Pingju, the king of shadow play and Jin, the founder of Laoting Drum School, were born one after another, and were named as the hometown of Pingju in China and Laoting Drum. Pingju was listed in the first batch of intangible cultural heritage protection catalogue by the Ministry of Culture, while Shadow Play and Laoting Drum were listed in the provincial intangible cultural heritage protection catalogue.

Pingju is performed by combining folk songs, Yangko, Lotus Falls, Bangzi, Laoting Drum and Luanzhou Shadow Play. Pingju, formerly known as Lotus Falls, is the second largest drama in China, and was listed in the first batch of intangible cultural heritage protection list by the Ministry of Culture. Cheng is the founder of Pingju, and his plays, Flowers as Media, Exclusive Flowers and Yang Sanjie Complaints, enjoy a high reputation. Luannan County Cheng Pingju Troupe participated in the 8th China Pingju Art Festival, which was the only county-level theatrical troupe in China and won many awards every time. With its unique singing style and style, it is a kind of folk art that can talk about long books and sing short highlights. It has good narrative and lyricism and is deeply loved by the masses. In the long-term artistic practice, a number of artists have emerged in Luannan County, such as Jin, the founder of the gold medal singing, He Jianchun, the third-generation inheritor of the "intangible cultural heritage" project of Laoting Drum named by the Ministry of Culture, and so on. Their masterpieces, Xue Gang's Anti-Tang and Blue Sea and Dan Xin, are well-known at home and abroad. Laoting Drum is listed in the provincial intangible cultural heritage protection list. 1997, He Jianchun's laoting drum "Blue Sea and Dan Xin" won the gold medal of the National Stars Award.
