The Needham Problem was raised by the famous British scholar Joseph Needham (1900-1995). Needham became an authority with his outstanding contributions to the study of the history of Chinese science and technology, and published it in the 15-volume "History of Chinese Science and Technology" edited by him. This question was formally raised with the theme: "Although ancient China made many important contributions to the development of human science and technology, why did the scientific and industrial revolution not occur in modern China?". In 1976, American economist Kenneth Boulding called it the Needham problem. Many people have further extended the Needham problem and raised questions such as "Why did China fall behind in modern science?" and "Why did China fall behind in modern times?" The issue has been hotly debated.
