(a) major measures to ensure that the Constitution, laws, administrative regulations and the resolutions and decisions of the National People's Congress and its Standing Committee are observed and implemented in this province;
(two) to strengthen the construction of socialist democracy and legal system, and promote the major measures to govern the province according to law;
(three) major issues in the construction of socialist democratic politics, such as the election of deputies to the people's congresses at the same level and at lower levels, the construction of local political power, and the autonomy of the grassroots;
(four) major reform measures involving the vital interests of the people of the province;
(five) some changes in the national economic and social development plan of this province;
(six) some changes and final accounts of the provincial budget;
(seven) the chief procurator of the Provincial People's Procuratorate submitted to the Standing Committee of the Provincial People's Congress for decision because he disagreed with the decision of the majority of the procuratorial committee;
(eight) to grant or revoke the honorary title at the provincial level;
(nine) the provincial people's Congress authorized the Standing Committee of the provincial people's Congress to consider and decide on major issues;
(ten) other major issues discussed and decided by the Standing Committee of the Provincial People's Congress as stipulated by laws and regulations. Article 5 The following major issues shall be reported to the Standing Committee of the Provincial People's Congress, and resolutions or decisions may be made when necessary:
(a) the implementation of laws and regulations and the resolutions and decisions of the provincial people's Congress and its Standing Committee;
(two) the implementation of the national economic and social development plan of this province;
(three) the implementation of the provincial budget and the income and expenditure of extra-budgetary funds;
(four) the audit of provincial budget implementation and other financial revenues and expenditures;
(five) the important work of population and family planning, land, environmental protection and resource development and protection;
(six) major natural disasters, public health emergencies, major pollution accidents, major safety accidents and their handling that have caused great losses to the state, collective property and citizens' lives and property;
(seven) important information about judicial work, procuratorial work, judicial reform, social security, administrative supervision and so on;
(eight) the handling of serious cases of violation of law and discipline by state organs elected or appointed by the provincial people's Congress and its Standing Committee;
(9) Concluding inter-provincial friendly relations with foreign countries;
(ten) important matters that should be reported by the Standing Committee of the Provincial People's Congress, the provincial people's government, the provincial higher people's court and the provincial people's procuratorate;
(eleven) other matters that should be reported by laws and regulations. Major issues specified in items (2), (3) and (4) of the preceding paragraph shall be reported to the Standing Committee of the Provincial People's Congress once a year; Other major issues shall be reported in accordance with the requirements of the Standing Committee of the Provincial People's Congress. Article 6 The following major issues shall be filed with the Standing Committee of the Provincial People's Congress:
(a) the establishment, increase, decrease or merger of the departments of the provincial people's government;
(two) the total budget of the next level summarized by the provincial people's government;
(3) Adjustment of administrative divisions of this province;
(four) the protest cases filed by the provincial people's procuratorate according to law and the trial results of the provincial higher people's court on the protest cases;
(five) other matters that shall be filed with the Standing Committee of the Provincial People's Congress as stipulated by laws and regulations. Article 7 A motion to be submitted to the Standing Committee of the provincial people's congress for decision on major issues shall be submitted jointly by five or more members of the meeting of directors of the Standing Committee of the provincial people's congress, the provincial people's government, the provincial higher people's court, the provincial people's procuratorate, the special committee of the provincial people's congress or the Standing Committee of the provincial people's congress.
Major issues reported to the Standing Committee of the provincial people's Congress and reported for the record are proposed by the provincial people's government, the provincial higher people's court and the provincial people's procuratorate. Article 8 Decisions, reports and major events shall be filed in accordance with the following procedures:
(a) submitted to the provincial people's Congress Standing Committee decided on major issues, by the meeting of directors of the Standing Committee of the provincial people's Congress decided to submit the meeting of the Standing Committee of the provincial people's Congress for deliberation, or first submitted to the relevant special committees and working committees for deliberation, and then submitted a deliberation report to the meeting of the Standing Committee of the provincial people's Congress;
(two) major issues reported to the Standing Committee of the provincial people's Congress shall be submitted to the meeting of the Standing Committee of the provincial people's Congress for deliberation or printed and distributed to the members of the Standing Committee of the provincial people's Congress;
(three) major issues reported to the Standing Committee of the provincial people's Congress for the record, issued by the members of the Standing Committee of the provincial people's Congress and submitted to the relevant special committees or working committees for review.
The specific procedures for the decision, report and filing of major issues shall be implemented in accordance with laws and regulations and the rules of procedure of the Standing Committee of the Provincial People's Congress.
