To the east of the fishing village, walk along the bridge of the village, and then walk a little north. You can see the blue circle at the beginning. Just go upstream. The temple is not too difficult.

In the easternmost part of Hyrule, across the sea from three isolated islands, look east in the morning and you will see a blue circle on the distant sea. Fly over and jump in, and the temple will be unlocked.
