Jiang Shui is located in the hinterland of Taihang Mountain, bordering southern Hebei Plain in the east and Shaanxi in the west. It was called Yi Yi in ancient times. It used to be the capital of the Zhou Dynasty, Xing, and it is known as "a country that wins by mountains and rivers". It is surrounded by mountains, with high mountains and dense forests. The mountains are dangerous and can be attacked and defended. The strategic position is very important. Moreover, it is close to 18 Army and the headquarters of the Northern Bureau. It is one of the earliest Taihang base areas opened by 129 Division, with a good mass base and a relatively stable environment.
After Kangda arrived in Jiang Shui, the school department was stationed in Qiannanyu, the political department in Jiang Shui, the supply department in Hedong Village, the Ministry of Health in Anzhuang and the hospital in Taocunping.
