There are more than 2,000 counties (cities, districts) in the country. In the history of the Chinese nation, it has never been the case that every county (cities, districts) had aspirations at the same time. It is very difficult to achieve this.
For example, in Tibet, about one-third of the counties still have no local chronicle work organization, and there are very few Tibetan materials left. How do these places compile local chronicles? Another example is Xinjiang, where one-third of the local chronicle editorial committee of the Xinjiang Uygur Autonomous Region People have been transferred into villages to maintain stability and security. Regarding the planned number of provincial chronicles, the situation in each province is not consistent. There are as few as 50-60 and as many as more than 200 in Shanghai. However, various places have encountered situations where plans have been adjusted. That is, with the reform and adjustment of institutions and changes in industry development, it is difficult to find an undertaking unit for some of the chronicles originally included in the plan, and it is difficult to complete the tasks. In this case, it must not be done. No adjustments will be made to the plan. The second round of Liaoning Provincial Chronicle Planning has 84 parts. The next step is to carefully study whether this planning number needs to be adjusted. As for the second question, it is also a difficult point. In the past, many counties (cities, districts) did not have a “judge book”. Now, it is indeed very difficult to achieve a yearly book and publish it publicly. From a more practical perspective, every county (city, district) must have at least one copy of the Comprehensive Guide by 2020. If this is achieved, it will be considered as uniformly meeting the standards and achieving the rigid goal of the second Comprehensive Plan. But this work needs to be further implemented. Now, some counties (cities, districts) in Liaoning Province are under great financial pressure. How to ensure this work under such circumstances needs to be carefully studied and reported to the leaders in charge. I think the most important difficulty may still be at the grassroots level.
No matter what, we must overcome difficulties and achieve the goal of "both worlds" by 2020.
