Social investigation report on the implementation of plastic restriction order

In order to implement Scientific Outlook on Development and build a resource-saving and environment-friendly society, we will take effective measures from the source to urge enterprises to produce durable and recyclable plastic shopping bags, guide and encourage people to use plastic shopping bags reasonably, promote comprehensive utilization of resources, protect the ecological environment and further promote energy conservation and emission reduction. With the consent of the State Council, the relevant matters such as strictly restricting the production, sale and use of plastic shopping bags are hereby notified as follows. ...

-Notice on Restricting the Use of Plastic Shopping Bags in Production and Sales

More than three months have passed since the General Office of the State Council issued the Notice on Restricting the Production, Sale and Use of Plastic Shopping Bags to the people's governments of all provinces, autonomous regions and municipalities directly under the Central Government, ministries and commissions in the State Council. Merchants have also stopped supplying plastic bags for free. But how do consumers react? Are there any problems that need to be solved in the implementation process? In this regard, we went to two supermarkets in RT Mart and Times to conduct a social survey.

Part 1

As the time of our investigation was chosen on Sunday morning, the passenger flow was moderate. The author made a 15-minute statistics on the number of supermarket outlets in RT Mart.

Within 15 minutes from 9: 45 am to10: 00 am, the number of passengers passing through the supermarket exit is 195. Through preliminary visual inspection, we know that among 195 customers, 40 people use environmental protection bags, accounting for 20.55438+0% of the total number; 23 people brought their own plastic bags, accounting for11.79% of the total number; 62 people chose to buy plastic bags, accounting for 3 1.79% of the total number, and the remaining 70 customers chose not to use shopping bags, accounting for 35.90% of the total number.

It can be seen that although more than 30% people still choose to buy plastic bags, nearly 70% of other customers have adopted a more environmentally friendly way.

the second part

In order to know more about customers' choices and the reasons for making such choices, with the permission of the supermarket, the author found several typical customers to conduct face-to-face investigations and interviews.

The first one is a lady who bought a plastic bag. She said that the main reason for buying plastic bags is that the price of environmental protection bags is too high. This is also the reason why we choose to use less environmentally friendly plastic rucksacks. At the same time, she also pointed out that the introduction of plastic restrictions did have some negative effects on her daily life. Mainly in the process of shopping, you will often encounter the need to buy plastic bags. Therefore, her overall impression of the plastic limit order is also average. When the author asked her if she would continue to use plastic bags instead of environmental protection bags in the future, the customer said that if the price of environmental protection bags dropped, she could consider using environmental protection bags instead.

The second person I interviewed was a customer who brought his own plastic bag to shop. Considering environmental reasons, he chose to bring his own plastic bag. In an interview, he said: "In fact, there is an environmental protection bag at home, so I didn't bring it because I was in a hurry to go out." It can be seen that this gentleman has a positive view on the plastic limit order, and he finally added that he will continue to support the national policy in his future life and bring his own shopping bag.

Compared with the second interviewee, the third gentleman who brought his own environmental protection bag to shop was much more straightforward. He said that he only used environmental protection bags because of national laws and regulations. Because under the current green trend, this gentleman has gradually eliminated outdated plastic bags in his life. Talking about the impact on life, he admitted that the plastic limit order had little impact on the present life. But what will happen in the future, it is still too early to draw conclusions. However, he believes that the plastic restriction order is indeed a good policy. At the end of our interview, he said that he would stick to using environmental protection bags in the future.

Due to the reasons of space, we can only list a few interview processes with typical answers that can represent some consumers' psychology. Nevertheless, we can still get a lot of information from their answers, which can be summarized as follows.

1, environmental protection is an issue that everyone is willing to pay attention to. But everyone is willing to pay different prices for environmental protection. This is mainly reflected in the price and the impact on life.

2. Although the use of environmental protection bags can protect the environment, it is inconvenient.

3. The policies issued by the state have played a great guiding role in consumers' consumption habits.

But these are superficial and qualitative phenomena, and we need more accurate and convincing data. So, we interviewed the clerk in the shopping mall with fewer customers.

In the interview with the sales staff of Times Supermarket, we learned that most customers still use plastic bags, and only a few customers use environmental protection bags. Few customers in shopping malls buy environmental protection bags. The high price has become the main factor affecting the popularity of environmental protection bags. This is also close to the point of view of the first customer we interviewed.

We can do some calculations here.

Environmental protection bags are sold in Times and RT Mart supermarkets, and the average price is between 3-5% in 6 yuan. The most expensive environmental protection bag can reach one for 25 yuan, which is ignored here.

4 yuan set up an environmental protection bag, and 0.3 yuan set up a corresponding large plastic bag. Use 2 plastic bags or environmental protection bags for shopping at a time. Then, after at least 14 shopping, the cost of using environmental protection bags will be lower than that of using plastic bags under the same circumstances. On average, every family goes shopping in the supermarket once every two weeks, so it's seven months! This also means that only by insisting on using environmental protection bags for 7 months can we save money than using plastic bags! This result was even a big surprise when the author worked it out, but it was true. So, what are the benefits of using environmental protection bags? Answer Supplement Part 4

During my visit, we had the honor to interview a manager of a supermarket in RT Mart. The manager said that before the release of the plastic limit order, the daily consumption of plastic bags in supermarkets remained between 7 and 8 boxes; However, after the release of the plastic limit order, the consumption dropped sharply to 2 boxes a day, and the decline rate reached an astonishing 75%. This data is consistent with our preliminary survey data again. She said that when the plastic restriction was first implemented, there were more customers in the supermarket who bought environmental protection bags and plastic bags, but later they all chose to bring their own shopping bags. This measure has saved a lot of costs for enterprises. And now the quality of plastic bags is better, and they can be used many times, which virtually reduces a lot of pollution.

Maybe everyone is not very clear about the so-called "mass pollution". Then let's calculate what is called "massive pollution".

The pollution of plastic bags is mainly reflected in the pollution of land. According to the investigation, if 3.9 kilograms of polyethylene or polyvinyl chloride is contained in each mu of land, the yield of corn can be reduced by 1 1-23%, and the yield of wheat can be reduced by 9- 16%, which is difficult to eliminate. For the time being, the land containing 3.9 kilograms of plastic bags per mu is defined as pollution (1 mu is about 667 square meters). Plastic bags with a thickness of 0.027 mm each weigh about 5 grams, and each customer uses 2 plastic bags to shop. Now calculate.

15 minutes, we passed 195 customers. Before the plastic limit was issued, 195*2=390 plastic bags were used.

One hour is 390 * 4 =1560;

Operation 13 hours, totaling 20,280, accounting for 10 1400g, i.e.10/.4kg;

Divided by 3.9 kilograms per mu, the result is that 26 mu of land is polluted.

How much is 26 acres? It is 17342 square meters of land, which is equivalent to 4 1.5 standard basketball courts! And this is just the number of plastic bags consumed by a supermarket in RT Mart in one day. Such data is shocking.

After the introduction of the plastic limit order, the number of plastic bags quickly dropped to 30% of the original, that is, about 6447. With this rule, only one supermarket in RT Mart can liberate 1 1829 square meters of land every day. What about every month? What about every year? What about Xiaoshan? What about the whole of Hangzhou? What about the whole Zhejiang Province? What about the whole country?

……

The author laughed when he wrote here. This survey has ended. It can be seen that with the introduction of plastic restrictions, all shopping malls have basically acted according to regulations. But we can't just see the bright side. In the investigation, we also saw many shortcomings. Take some notes here and put forward some opinions and suggestions. I also hope that relevant departments can attach importance to and formulate corresponding countermeasures. 1. There are free hand-torn bags for bulk food in the shopping mall. Now it is convenient for a small number of customers and avoids charging for plastic bags. The author understands that after the implementation of plastic limit in many shopping malls, the amount of hand-torn bags has surged, and the reason should be obvious. Therefore, should shopping malls and relevant departments deal with the sudden problem of tearing bags by hand? 2. In various farmers' markets, there are still a lot of cases of giving away ultra-thin plastic bags for free. But now it seems that it is not realistic to promote environmental protection bags on a large scale in farmers' markets. How to prevent the farmers' market from becoming a black zone outside the jurisdiction of the plastic restriction order to facilitate citizens' shopping needs careful consideration by relevant departments. Some people suggest that the price of environmental protection bags is too expensive. Then, can we increase the price of plastic bags and reduce the price of environmental protection bags to promote the popularization of environmental protection bags? Even, should the government introduce some subsidies or other measures to shopping malls and green bag manufacturers to reduce the price of green bags and make them truly popular? Here, the author also sincerely hopes that more people can use environmental protection bags and make more contributions to the country's environmental protection cause. Thank you.
