How to divide the property rights of power supply and users?

The following assets of electric meters and outlets are owned by users, which is the demarcation point of property rights.

Article 17 of the Power Supply Business Rules stipulates: "The maintenance and management of the power supply facilities used by * * * shall be determined by the property right unit through consultation, and the property right unit may manage it by itself or entrust the power supply enterprise to maintain and manage it." In fact, power supply enterprises have implemented maintenance and management of meters owned by customers, such as locking, meter reading and inspection.

Furthermore, the meters purchased by users at their own expense make up for and improve the lack of funds for the country to implement the "two reforms and the same price". Just like the subsidies for electricity in previous years, they can't be fully invested by the state (in a few places, farmers' meters were purchased with the funds from the national power grid reform). Power supply enterprises should accept this asset in the form of voluntary transfer and free allocation, just like accepting rural collective power assets.

Extended data:

The demarcation point of property rights refers to the handover point of electrical equipment between the power supplier and the power user, and the equipment on both sides of the demarcation point of property rights. Who owns the property right, who is responsible for the maintenance and management. The specific division principle is:

1. Low-voltage power supply: if cables are used to lay the household connection lines, they shall be divided according to the watt-hour meter, which belongs to the power supplier before and then to the power user; If the household connection line is laid overhead, the last bracket of the household connection line shall be the demarcation point, and the bracket shall be owned by the power supplier.

2. 10 kV overhead line power supply: ① Public overhead line power supply, the demarcation point of property right is 20 cm below the pile head of the first circuit breaker outside the user's factory boundary, or the demarcation point is 20 cm at the power side where the branch line of the power user private line is connected with the public network. (2) The demarcation point of property rights is 20 cm from the pile head outside the wall bushing of the substation to the power supply line of the dedicated line.

3. 10 kV cable line power supply: ① Power supply for public network cable line, and the demarcation point of property right is 20 cm from the lower pile head of branch circuit breaker or the terminal board in cable distribution box to the user. (2) Power supply for special cable lines (including power supply for overhead lines led by cables), and the demarcation point of property rights is 20 cm from the pile head of breaker C of substation feeder to the line.

4, 35 kV and above voltage power supply:

(1) Where the overhead public network supplies power, the demarcation point of property right is one meter below the tension clamp on the user side of the first base tower outside the user substation wall, which belongs to the power supplier, or one meter at the user side where the public network is connected with the branch private line of power users.

(2) If the overhead special line is used for power supply, the demarcation point of property right is one meter on the line side of the tension clamp of the export framework of the power supply substation.

(3) If power is supplied by cable, the demarcation point of property right is 20cm from the pile head of feeder C circuit breaker to the cable direction in the power supply substation.
