After his eagerness to return failed, the poet had no choice but to "please take pity on the Hakkas because their hometown is so far away, so he borrowed flowers to entertain himself". "Heaven has pity" points out the theme and makes the homesickness of the guest more prominent. But "Heaven" is merciful, so he can only "borrow flowers for fun". "Borrowing" means living in a foreign country. I don't own the flowers, so I can only "borrow" them!
