In July, the Israelites lived in their own cities. The Jews who returned to Jerusalem from the exile to rebuild the city walls turned their hearts to God together. Those Jews who can understand God's words after listening to them show that their hearts turn back to God, and at the same time they also get the ability to receive God's wisdom from God.
In addition, God explained the meaning of God's law to the Jews through priests and Levites who were familiar with the word of God, like Ezra, so that the people could understand it.
