It means: Chang'e looks cold when accompanied by the moonlight; the coldness of the jade girl in the sky is better than the frost.
From "Plum Blossoms Seen in Fufengjie in Mid-November" by Li Shangyin of the Tang Dynasty, the original text is:
The pavilions on the road are beautiful, and the fragrant clothes are not suitable for the season. Su'e is only with the moon, and the young girl does not spare the frost.
Giving a hand that is far away and empty, but hurting and leaving a broken heart. For whom is it a morning show? Don't wait for the new year to be fragrant.
Translation:
Plum blossoms are blooming all over the roadside, standing in pavilions and pavilions with gorgeous flowers; they bloom before the season, exuding a rich fragrance. Accompanied by the moonlight, Chang'e looks cold; the coldness of the jade girl in the sky is better than the frost.
I hold a handful of plum blossoms in my hands, but I don’t know where to send them; when I was sad to say goodbye to the plum blossoms, I happened to be filled with grief and anger. For whom did the plum blossom bloom prematurely instead of waiting until spring to bloom and become a fragrant flower during the Lunar New Year?
