He Jingzhi (1924-) was born in Yixian, Shandong Province (now Taierzhuang, Zaozhuang City, Shandong Province). 1942 graduated from the literature department of Lu Xun Art College in Yan 'an. He began to publish works in the 1940s, including Selected Poems of He Jingzhi, Back to Yan 'an, Song of Lei Feng and October in China, and later co-authored the opera White-haired Girl with Yi Ding and others. He used to be deputy director of the Propaganda Department of the CPC Central Committee, deputy director and acting minister of the Ministry of Culture of People's Republic of China (PRC), member of the 12th and 13th CPC Central Committee, member of the 7th the National People's Congress Standing Committee (NPCSC), and member of the Standing Committee of the 8th China People's Political Consultative Conference.
