Appreciation of Li Shangyin's Poems

The first sentence is "on impulse", which means that Emperor Yang Di was overjoyed and extremely extravagant. "Not martial law" means not being on guard, which means peace. The reason why Emperor Yang Di "took the opportunity to make a southern tour" is precisely because there is no martial law in the world, and "no martial law" is the reason to promote his "southern tour", so the second sentence goes on to say "save books and remonstrate" and write that he is bent on his own way. Say "spring breeze is the whole country", "one step away from taking advantage" and "exhort" and go straight to "the whole country".
