Under the leadership of the county party Committee, the masses organized an interim government and volunteers to wage a resolute struggle against the reactionaries.

At the beginning of July, Teng, the CPC Hunan Provincial Committee, resumed the special committee on the border between Hunan, Hubei and Jiangxi, got in touch with the Party organization of the Independent Fifth Division, and prepared for an uprising when necessary.
