Wu Hui: It refers to Wu Jun and Huiji County. Wuyuan was the county of Huiji in Qin Dynasty, and Wu and Huiji were divided into two counties in the later Han Dynasty.
Abandon without repeating: this is a set of Yuefu poems. Discard: Put aside. Chen: Narrator.
The first six sentences of the poem use "floating clouds" to describe the experience of the wanderer, expressing the sadness of the wanderer's untimely birth and wandering in troubled times, while the seven or eight sentences express the anguish and pain of homesickness but unable to return home.

There is a cloud in the northwest sky, which has no shape like a car cover.

Let go of your worries, if nothing else, and you will be a bully in a foreign land.
Translation:
