The Qing Dynasty designated Manchu as the national language. The documents of the Qing Dynasty, especially those in the early Qing Dynasty, were in Manchu and Chinese. Therefore, Emperor Kangxi’s edict must be written in Manchu. It's small regular script. You see, it's probably not popular among the Manchus back then. It's cursive script, official script, and regular script is all written in TV dramas.
