What does full financial support mean?

Full fiscal supply, that is, government agencies and institutions that are fully financed, is an institutional approach. Only national civil servants can obtain full financial support. In order to better perform their duties, the government departments of the People's Republic of China and the State have certain control over finance. Full fiscal supply also means that the state's fiscal revenue is sufficient and there is a large amount of liquid funds to support the country's construction and development.

The word "finance" mainly has two meanings:

1. In a practical sense, it refers to an economic department of the country (or government), that is, the financial department. It is a comprehensive department of the country (or government) that raises and supplies funds through its revenue and expenditure activities to ensure the realization of the functions of the country (or government). Under the market economy system, finance, in essence, is actually a kind of "public finance." It is a relatively common financial model that adapts to the objective requirements of market economy development.

2. From the perspective of economics, finance is an economic category. As an economic category, finance is an economic behavior with the state as the main body. It is the government’s concentration of a part of the national income to meet public needs. ***Necessary revenue and expenditure activities to achieve the goals of optimizing resource allocation, fair distribution, and economic stability and development. Its essence is: a special distribution relationship formed by the state participating in the distribution and redistribution of some social products and national income by virtue of political power in order to realize its functions.

3. "Finance" as an economic process, finance includes: fiscal revenue and fiscal expenditure. Revenue mainly comes from taxes and national debt, and expenditures mainly include social consumption expenditures, fiscal investment expenditures and transfer expenditures. Looking at the ancient books that have been preserved in our country for thousands of years, we can see that words such as "national use", "national economy", "expansion", "financial management", etc. are all about today's "finance", that is, the way of government financial management. Records, as well as terms such as "Governing Millet Internal History", "Da Nong Order", and "Da Sinong", are records about the current financial management department. Although it is now common practice for our country to use the word "finance", it only has a history of a hundred years since it appeared in Chinese vocabulary.
