The course of national key protection units of ancient books

June 5438+October 2007 10, the Opinions of the General Office of the State Council on Further Strengthening the Protection of Ancient Books (Guo Ban Fa [2007] No.6) was issued, which opened the prelude to the protection plan of ancient books in China. On February 28th, 2007, the Ministry of Culture held a national conference on the protection of ancient books in Beijing, which started the protection of ancient books in an all-round way. State Councilor Chen Zhili attended the meeting and delivered an important speech. On August 3rd, the Ministry of Culture held a national conference on the pilot protection of ancient books in Beijing, selected 57 (later increased to 59) ancient book collection units to carry out the pilot protection of ancient books for one year, issued the "Ancient Books Census Scheme" and other documents, and announced the establishment of a 66-member expert committee.

Since the end of September, the Ministry of Culture has organized the declaration of the Catalogue. The people's governments of all provinces, autonomous regions and municipalities directly under the Central Government attach great importance to this application. More than 200 units and individuals from the national cultural, cultural, educational, ethnic and religious systems participated in the declaration. By mid-June, 65438+February, the total number of applications had exceeded 5000. In addition to a large number of China ancient books, there are also a wealth of national languages, epigraphy, Dunhuang documents, maps, bamboo slips and other ancient books.

The selection criteria for the national list of precious ancient books are very strict. The catalogue mainly covers precious ancient books written or printed before 19 12, which exist in the form of China classical binding and have important historical, ideological and cultural values. Ancient books in minority languages should be appropriately relaxed according to specific conditions. In principle, the selection criteria of national precious ancient books are the same as the first and second class ancient books stipulated in the Classification Criteria of Ancient Books (WH/T20-2006), that is, national precious ancient books are selected from the first and second class ancient books in principle. Ancient books belonging to the following two situations will not be selected for the time being: first, if experts have doubts about the version when examining and approving, they will not be selected for the time being; Second, more than 50% of the declared version is incomplete, and other collectors have complete versions of the same version, so they are not selected for the time being. 165438+1At the beginning of October, the Ministry of Culture set up an evaluation committee and hired experts from various disciplines, such as bamboo slips and silk, inscriptions, Dunhuang documents, Buddhist scriptures, China ancient books, national language ancient books and ancient book protection, to start the preliminary examination of the catalogue. After repeated research and deliberation by the jury, the recommended list of the catalogue was initially determined as mid-June+February, 5438. From June 5, 2008 to1October 7, 2008, the general office of the Ministry of Culture wrote to the member units of the National Inter-ministerial Joint Conference on the Protection of Ancient Books and the cultural bureaus of various provinces (autonomous regions and municipalities) to solicit opinions on the recommended list of the Catalogue. According to the feedback from all parties, the evaluation committee adjusted the recommended list accordingly after research, and made a seven-day publicity to the whole society on1October 23rd to 29th in China Culture Newspaper and China Ancient Books Protection Online, 65438. According to public opinions, the list of recommended catalogues was adjusted to 2,392 after re-study by the judging committee.

On March 1 day, 2008, People's Republic of China (PRC) * * * and the State Council approved the publication of the first batch of 2392 national precious ancient books and 5 1 national key ancient books protection units. The 2,392 National List of Precious Ancient Books contains 2,282 ancient books in China, including bamboo slips 1 17, 72 Dunhuang documents, 2,020 ancient books and 73 inscriptions. Ancient books in minority languages 1 10, including Yanqi-Qiuci, Hanyuwen, Tibetan, Uighur, Xixia, Bai, Mongolian, Chagatai, Yi, Manchu, Dongba, Dai, Hydrology, Guzhuang and so on.
