Only through the process of implementation can the system become a reality, just like a ruler. If it is not used for marking and measuring, it is no different from ordinary wooden strips or steel plates. It can only be a ruler of possibility, not a ruler of reality. The system is not a simple rule, it is rigid and static, while the system is dynamic, flexible and constantly changing. It is the executive power that changes the rules and regulations from static to dynamic, endows them with initiative, enables them to achieve a binding role in implementation, and proves their normative and regulatory capabilities, so that they can be observed by people and truly become a system. "System" becomes a system only when its executive power plays a normative role in people's behavior, making it rise from paper, words or people's language, becoming an invisible chain that constantly revolves around people in social life, constraining and guiding our behavior and scale. Both the formal system and the informal system must have their execution, but the difference is that the execution of the formal system is guaranteed by the state, the courts and the army, while the execution of the informal system is guaranteed by public opinion and ideology. In my opinion, a clear understanding of the executive power of the system is the first condition for analyzing the essence of the system.
