In order to thoroughly implement the spirit of the 17th National Congress of the Communist Party of China and the policy of running a good school wholeheartedly by relying on the staff and workers, implement the spirit of the 15th National Congress of China Trade Union, the regulations of the school staff and workers' congress and the opinions of the Municipal Education Commission on strengthening and improving the trade union work in the education system, give full play to the important role of trade unions and teachers' congresses in school reform and development, and promote the construction of a harmonious campus, we hereby put forward the following suggestions on further strengthening and improving the work of trade unions and teachers' congresses in our school.
First, strengthen and improve the guiding ideology of trade union work
To strengthen and improve the work of trade unions and teachers' congresses, we should adhere to the guidance of Deng Xiaoping Theory and Theory of Three Represents, thoroughly implement Scientific Outlook on Development, adhere to the purpose of running a school by relying wholeheartedly on teaching staff, take the close flesh-and-blood ties between the party and teaching staff as the core, develop harmonious labor relations and safeguard the legitimate rights and interests of teaching staff as the main line, strengthen the construction of grass-roots trade unions and teachers' congresses, further give play to the role of trade unions in organizing, guiding, serving and safeguarding the legitimate rights and interests of teaching staff, and unite and mobilize the majority of teaching staff to serve the reform and development of the school. Strive to build a close, service and innovative home for faculty and staff.
Two. Further strengthen the party's leadership over trade union work
Trade union is a mass organization under the leadership of the Party, a bridge and link between the Party and the masses, and a representative and defender of workers' interests. The staff congress is the basic form for the staff to participate in the democratic management and supervision of the school according to law. The school will earnestly strengthen leadership and take the work of trade unions and teachers' congresses as an important task in the overall situation of school reform, development and stability. The Standing Committee of the Party Committee should study the work of trade unions and teachers' congresses at least once a year 1 time. According to the actual needs of trade union work, the school party and government regularly listen to trade union work reports and study and solve major problems in trade union work.
Trade union work is an important part of the party's mass work. Conscientiously implement the new requirements put forward by the Party for trade union work in the new era, support trade unions to carry out their work under the leadership of Party committees and in accordance with laws and trade union articles of association, entrust more things that the Party and government need, workers urgently need and trade unions can do, continuously expand the influence of trade union organizations, and unswervingly implement the Party's line, principles and policies in trade union work.
All party committees, general party branches and directly affiliated party branches should further strengthen their leadership over the work of trade unions and teachers' congresses in their own units, support division of labor and cooperation and grass-roots teachers' congresses to play the role of serving the overall situation and employees, further improve the system of "Party and government workers building teachers' homes" and grass-roots democratic management, and actively provide funds and venues for the construction of teachers' homes. The school party Committee will strengthen and improve the effectiveness of trade union leadership into the performance appraisal of secondary units.
Third, further improve the democratic management system for faculty.
Actively promote the rule of law and democratic management, and constantly improve the construction of the teachers' congress system. In accordance with the regulations of the school teachers' congress, we should further explore and give play to the ways for teachers' congress to participate in the democratic management of the school, insist on reporting the school work and the implementation of the annual financial accounts to the teachers' congress every year, insist on informing the teachers' congress of major issues of the school from time to time every year, take seriously the work suggestions of the representatives of the teachers' congress, and strive to turn feasible suggestions into the practical work of the school staff.
Establish a system of listening to the opinions of representatives of teachers' congresses on major issues and major reform measures involving the immediate interests of school staff, actively explore the mechanisms and methods for representatives of teachers' congresses to play a role in the intersessional period of the school, and fully exercise the right to know, participate, express and supervise the overall situation of the school.
Further deepen the openness of school affairs, improve the leadership system and working mechanism of "unified leadership of party committees, unified management of party and government, implementation of administrative organizations, active coordination of trade unions, supervision and inspection of discipline inspection committees and trade unions, respective responsibilities of functional departments and active participation of teaching staff", and make the openness of school affairs a basic system and working method of school management. It is necessary to make school affairs public through teachers' congresses, faculty meetings, open columns of school affairs, internet, radio and television, newspapers and other forms, and accept the supervision of society, teachers and students.
Further promote the construction of the second-level teachers' congress and improve the mechanism for the second-level teachers' congress to participate in the democratic management and supervision of the college. Every unit should hold at least 1 ~ 2 teachers' congress or faculty congress every year. Representatives of the second-level teachers' congress shall participate in the democratic evaluation of the leadership of the unit, and the chairman of the second-level teachers' congress may attend the relevant hospital affairs meetings of the unit as nonvoting delegates. Conditional colleges and universities can establish a proposal system for secondary teachers' congresses.
Four, in-depth development of "building a home for faculty and staff" activities.
It is necessary to carry out the activity of "Party and government workers * * * building a home for teachers" in depth, and improve the working mechanism of building a home for teachers with industry construction, industry construction serving the party construction, and party and government workers * * *. Actively promote the creation of learning, service-oriented and innovative trade unions, constantly improve their service capabilities, and make new achievements, create new experiences and achieve new breakthroughs in the activities of striving for Excellence. With the development of schools and the improvement of school conditions, it is necessary to create a better environment and conditions for trade unions to build hospitals.
Fifth, give play to the role of trade unions and strive to build harmonious labor relations.
Trade unions at all levels should actively do practical things, do good things and solve difficult problems for faculty and staff. Efforts should be made to solve the most concerned, direct and realistic interests of employees, to understand the difficulties of teaching staff, to establish files of poor teaching staff, to establish a long-term mechanism for send warm Project and to provide help, and to carry out the work of caring and mutual assistance among teaching staff.
Establish and improve the mechanism for trade unions to participate in labor contract management, further improve the working contact and communication mechanism between trade unions and personnel departments, help and guide workers to conclude and perform labor contracts according to law, and strengthen the dynamic supervision over the signing and performance of labor contracts. Actively play the role of labor and personnel dispute mediation organizations at all levels in schools, establish a labor dispute mediation linkage mechanism involving trade unions, personnel departments, legal advisers and relevant units, and carry out labor dispute mediation. Support trade unions to supervise the implementation of labor laws and regulations, and relevant units shall take timely measures to seriously correct the violations of the legitimate rights and interests of faculty and staff reflected by trade unions, and feed back the results to the trade unions.
Six, earnestly do a good job in the construction of trade union organizations.
Strengthen the allocation of trade union leadership. The members of the school leadership concurrently serve as the chairman of the school trade union and the director of the executive committee of the teachers' congress, and the chairman of the secondary trade union organization (division of labor) concurrently serves as the members of the leadership at the same level. To strengthen the construction of trade union cadres, it is necessary to incorporate the training, use and exchange of trade union cadres into the organization and personnel work of schools. The broad masses of trade union cadres should always keep the spirit of striving for progress, emancipate their minds, be brave in exploration, be diligent in learning, be good at thinking and be willing to contribute, be good caring people of faculty and staff, and strive to become experts in organizing and educating staff and workers, coordinating labor relations, and be a model of caring for and serving faculty and staff.
Attach importance to and actively do a good job in the membership of non-career personnel. Party organizations and division of labor at all levels should clarify their responsibilities and take effective measures to explore the issue of joining the party for non-career personnel. Strive to expand the coverage of trade union organizations.
Seven. Create favorable conditions for trade union work
In the development and construction of schools, efforts should be made to create a good working environment and provide necessary working conditions for trade unions. Allocate funds to the trade union in full according to regulations.
According to the actual situation and development plan of the school, we will actively establish indoor activity venues for faculty and staff, and the school sports venues will be open to faculty and staff regularly, supporting and helping faculty and staff cultural and sports associations to carry out healthy and progressive cultural and sports activities to further meet the spiritual and cultural needs of faculty and staff.
