Niu Qilun, born in 1940, is from Guanyun County, Jiangsu Province. He inherited his father's training from a young age and practiced calligraphy and painting. He once studied at Yangzhou Art School and studied traditional Chinese painting under the tutelage of famous calligraphers and painters Lin Kai and Fei Shengfu. Currently working at Yining Fumei Painting and Calligraphy Museum.
